Taxation: renters' credit.

The Personal Income Tax Law authorizes various credits against the taxes imposed by that law, including a credit for qualified renters in the amount of $120 for spouses filing joint returns, heads of household, and surviving spouses if adjusted gross income is $50,000, as adjusted, or less, and in the amount of $60 for other individuals if adjusted gross income is $25,000, as adjusted, or less. Existing law requires the Franchise Tax Board to annually adjust for inflation these adjusted gross income amounts. For 2017, the adjusted gross income limit is $80,156 and $40,078, respectively. This bill, for each taxable year beginning on and after January 1, 2018, would increase the credit amount for a qualified renter, as specified, and would require the Franchise Tax Board to annually adjust for inflation the credit amount for taxable years on and after January 1, 2023. The bill would authorize the Governor to suspend the increased credit amount by proclamation if the Governor finds and declares that an economic emergency exists in this state and it is necessary that the increased credit amount be suspended, in which case the credit amount would be the credit amount for the taxable year immediately preceding the taxable year in which the suspension of the credit applies. The bill would also provide that the increased credit amount is $0 for each taxable year beginning on or after January 1, 2019, unless otherwise specified in a bill providing for appropriations related to the Budget Bill. In the event the increased credit amount is $0, the existing credit amounts of $60 and $120, respectively, would be the credit amounts for that taxable year. This bill would take effect immediately as a tax levy.

Off-highway vehicular recreation: Carnegie State Vehicular Recreation Area: Alameda-Tesla Expansion Area.

The Off-Highway Motor Vehicle Recreation Act of 2003 creates the Division of Off-Highway Motor Vehicle Recreation within the Department of Parks and Recreation. The act gives the division certain duties and responsibilities, including the planning, acquisition, development, conservation, and restoration of lands in state vehicular recreation areas. Existing law establishes the Off-Highway Vehicle Trust Fund to be the repository of certain moneys, including fees received by the department for the use of state vehicular recreation areas. Existing law requires the revenues in the fund to be available, upon appropriation, for grants and cooperative agreements, as specified, the support of the division, and the planning, acquisition, development, mitigation, construction, maintenance, administration, operation, restoration, and conservation of lands in state vehicular recreation areas and certain other areas. This bill would authorize the department to dispose of the portion of the Carnegie State Vehicular Recreation Area known as the "Alameda-Tesla Expansion Area" to permanently preserve that land for conservation purposes, as specified, if the department determines that disposing of the land is in the public interest. The bill would require that the land only be sold to a local agency or nonprofit organization for use as a park or another open space purpose, as specified. The bill would require any revenue from the disposition of the land to be deposited in the Off-Highway Vehicle Trust Fund for the purchase, by the department, of land for off-highway vehicle recreation.

This measure would proclaim June 2018 as California Grown Flower Month to recognize and honor the people of the California grown flower industry for their dedication and productivity.

Transportation Development Act: County of Stanislaus.

(1) Existing law authorizes transportation planning agencies to administer transit funding made available under the Transportation Development Act. Existing law imposes certain financial requirements on transit operators making claims for transit funds, including requirements that fare revenue collected by the operator cover a specified percentage of operating costs. In certain cases, transit operators are required to meet a higher percentage if they met that standard in the 1978–79 fiscal year. This bill would authorize the Stanislaus Council of Governments, a transportation planning agency, when determining if specified operators have met the requirements for claims for transit funds for the 2018–19 and the 2019–20 fiscal years, to reduce the applicable ratio of fare revenues to operating cost for specified operators by up to 5 percentage points from the ratio that was effective during the 2015–16 fiscal year. If the Stanislaus Council of Governments acts pursuant to this authorization, the bill would require it, before January 1, 2020, to submit a report to the transportation policy committee of each house of the Legislature and to the Department of Transportation analyzing the options for organizing and supporting transit service in the county, as specified. (2) This bill would make legislative findings and declarations as to the necessity of a special statute for the County of Stanislaus. (3) This bill would declare that it is to take effect immediately as an urgency statute. (4) This bill would make these provisions inoperative on July 1, 2020, and would repeal them as of January 1, 2021.

LGBT Pride Month.

Existing law requires the Governor to proclaim various days in honor of a person, status, or an event. This bill would require the Governor annually to proclaim the month of June as LGBT Pride Month.

Student financial aid: Cal Grant Program: foster youth.

Existing law, the Ortiz-Pacheco-Poochigian-Vasconcellos Cal Grant Program, establishes the Cal Grant A and B Entitlement awards, the California Community College Transfer Entitlement awards, the Competitive Cal Grant A and B awards, the Cal Grant C awards, and the Cal Grant T awards under the administration of the Student Aid Commission, and establishes eligibility requirements for awards under these programs for participating students attending qualifying institutions. Existing law provides that any California resident is entitled to a Cal Grant B Entitlement award, and requires the commission to allocate that award, if certain criteria are met, including that the student submit a complete financial aid application, submitted or postmarked no later than March 2 of the academic year of high school graduation or its equivalent for the award year immediately following the academic year of high school graduation or its equivalent, or no later than March 2 of the academic year following high school graduation or its equivalent for the 2nd award year following the year of high school graduation or its equivalent. This bill would provide alternative deadlines for submitting a complete financial aid application for a student who is a current or former foster youth, who is attending a qualifying institution that offers baccalaureate degrees or is attending a California community college, and has not yet reached 26 years of age as of July 1 of the initial award year. Existing law authorizes the renewal of Cal Grant B awards for a total of the equivalent of 4 years of full-time attendance in an undergraduate program, provided that minimum financial need, as defined, continues to exist, subject to certain exceptions. This bill would authorize the renewal of Cal Grant B awards, for a current or former foster youth, for a total of the equivalent of 8 years of full-time attendance in an undergraduate program, provided that minimum financial need continues to exist.

State prisons: preapprenticeship program.

(1) Existing law establishes a system of state prisons under the jurisdiction of the Department of Corrections and Rehabilitation. Existing law authorizes the department to institute various programs for inmates, including programs for education and job training. This bill would require the department to develop guidelines for inmate participation in preapprenticeship training programs, as specified. The bill would also require the department to coordinate with local state-approved apprenticeship programs and local building trade councils so that inmates who complete an inmate preapprenticeship program have a pathway to employment upon release. (2) Existing law authorizes the Department of General Services, the Department of Corrections and Rehabilitation, and various local agencies to use the design-build procurement process for specified public works under different laws. This bill would authorize the Department of Corrections and Rehabilitation to award contracts for construction projects over $500,000 using the design-build contracting process or construction manager at-risk contracts, as defined, if, on or before September 30, 2019, the department enters into a 10-year community workforce agreement with the State Building and Construction Trades Council of California that applies to all construction contracts over $500,000. The bill would require the community workforce agreement to include provisions to encourage work opportunities for previously incarcerated individuals who have completed an inmate preapprenticeship program and include a plan for outreach and retention of women and military service veterans to help increase employment opportunities in the building and construction trades. The bill would authorize the Secretary of the Department of Corrections and Rehabilitation to renew or modify the agreement for 5-year terms.

Relative to lesbian, gay, bisexual, and transgender individuals.

This measure would apologize for the enactment of past discriminatory laws and constitutional provisions that resulted in the persecution and oppression of lesbian, gay, bisexual, and transgender individuals and their communities. The measure would also express the Legislature's commitment to taking the steps needed to be a fully inclusive state and preserving the rights of all people.

Community colleges: California Apprenticeship Initiative (CAI) New and Innovative Grant Program.

Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as one of the segments of public postsecondary education in this state. Existing law requires the board of governors to appoint a chief executive officer, to be known as the Chancellor of the California Community Colleges. Existing law establishes community college districts, administered by governing boards, throughout the state, and authorizes these districts to provide instruction to students at the community college campuses maintained by the districts. Upon appropriation by the Legislature for its purposes, this bill would establish a grant program, under the administration of the Chancellor of the California Community Colleges, to create new and innovative apprenticeship opportunities in priority and emerging industry sectors or areas in which apprenticeship training is not fully established or does not exist.
