Veterans' homes.

Existing law provides for the establishment and operation of veterans' homes at various sites, and provides for an administrator of each home, as specified. Existing law establishes the duties of the Department of Veterans Affairs with regard to the establishment and regulation of veterans' homes. This bill would specify that the administrator of each home is responsible for ensuring compliance with State and Federal law, as specified. The bill would require the Secretary of Veterans Affairs to adopt uniform statewide policies and procedures, by regulation, for the operation of veterans' homes, relating to, among other things, the admission of residents and quality of care standards. The bill would make findings and declarations and state the intent of the Legislature to monitor the department's efforts to implement a statewide electronic health record for its system of veterans' homes.

Parolees: Supportive Housing Pilot Program.

Existing law requires the Department of Corrections and Rehabilitation to provide a supportive housing program that provides wraparound services to mentally ill parolees at risk of homelessness using funding appropriated for that purpose. Existing law makes an inmate or parolee eligible for participation if he or she has a serious mental disorder, as specified, and has been assigned a release date from state prison and is likely to become homeless upon release or is currently a homeless parolee. Existing law requires providers to offer various services, including housing location services and rental subsidies and establishes criteria for housing that qualifies for the program. Existing law requires providers to report to the department regarding the intended outcomes of the program, including the number of participants served and the outcomes for participants. Existing law also requires the department to prepare an analysis of the information, as specified, and to annually submit, on or before February 1, the information and the analysis to the Chairs of the Joint Legislative Budget Committee and other specified committees. This bill would require the department, on or before January 1, 2019, to create the Supportive Housing Pilot Program, which would be in effect at the same time as the existing program and would establish a process and timeline for finalizing a memorandum of understanding with one or more counties that elect to participate in which the department would agree to, among other things, refer eligible parolees to participating counties for mental health treatment, housing navigation services, and supportive housing services, and to pay for bridge rental assistance, as defined, and services in supportive housing during the program participant's term of parole. The participating counties would agree to provide community-based mental health treatment within the existing county Medi-Cal mental health program if ongoing treatment for the participant is medically necessary and to fund rental assistance and services, as specified. Among other things, the bill would establish criteria for housing for purposes of the program. The bill would require a participating county to report to the department regarding the intended outcomes of the program, and would require the information to include the number who were arrested while participating in the program and the number residing in a county jail. The bill would require the department, on or before June 30, 2021, to seek and contract with an independent evaluator to prepare an analysis of the information, as specified, and to submit the information and the analysis to the Chairs of the Joint Legislative Budget Committee and other specified committees no later than January 1, 2023. The bill would require the department to implement the program using funding appropriated by the Legislature for the purposes described in the program. The bill would also include a statement of legislative findings and declarations.

Medi-Cal: benefits: enrollees with special dental care needs.

Existing law establishes the Medi-Cal program, which is administered by the State Department of Health Care Services, under which qualified low-income individuals receive health care services. The Medi-Cal program is, in part, governed and funded by federal Medicaid program provisions. Existing law provides for a schedule of benefits under the Medi-Cal program, including certain dental services that are referred to as Denti-Cal, and dental managed care plans. This bill would require the department, for Denti-Cal and dental managed care plan beneficiaries with special dental care needs, to provide a payment adjustment to providers in the Denti-Cal program and for dental managed care plans, as specified. The bill would not limit the provision or scope of Denti-Cal services covered under existing law. The bill would require the department to seek any necessary approvals from the federal Centers for Medicare and Medicaid Services to implement the bill. The bill would require the department to implement its provisions only in a manner that is consistent with federal Medicaid law and regulations, and only to the extent that the necessary approvals are obtained and federal financial participation is not jeopardized. The bill would authorize the department to implement, interpret, or make specific its provisions, and any applicable federal waivers and state plan amendments, by means of all-county letters, plan letters, plan or provider bulletins, or similar instructions, without taking regulatory action, and would require the department to subsequently adopt regulations, as specified, by July 1, 2022. The bill would require the department, commencing January 1, 2020, to provide the Legislature with semiannual status reports to the Legislature until regulations have been adopted.

Legislature: Wounded Warrior Program.

Existing law authorizes certain internship and fellowship programs, as specified. This measure would honor the achievements of the United States House of Representatives' Wounded Warrior Program and would encourage the Assembly Committee on Rules to study the potential of implementing similar programs in the Legislature.

Signage: tourist oriented directional signs.

Existing law authorizes the Department of Transportation to administer a program for the placement of tourist oriented directional signs for businesses, attractions, or facilities near state highways in nonurbanized areas. Existing law specifies various requirements for placement of these signs, including a requirement that the maximum distance from a highway intersection to an attraction or facility may not exceed 10 miles, except as provided. This bill would exempt signs to facilities or attractions located in the County of Tehama that are directly related to an American Viticultural Area located in that county from this requirement. The bill would also express the intent of the Legislature to authorize the County of Tehama to place wayfinding signage on state highways in support of an American Viticultural Area located in the county. This bill would make legislative findings and declarations as to the necessity of a special statute for the County of Tehama.

Relative to the CHP Officer Archie E. Nichols Memorial Highway.

This measure would designate a specified portion of State Highway Route 99 in the County of Tehama as the CHP Officer Archie E. Nichols Memorial Highway. The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

A resolution to propose to the people of the State of California an amendment to the Constitution of the State, by amending Section 2 of Article XXI thereof, relating to redistricting.

The California Constitution creates the Citizens Redistricting Commission which is charged with the conduct of an open and transparent process enabling full public consideration of and comment on the drawing of district lines according to specific redistricting criteria. The Constitution requires the commission to establish single-member districts for the Senate, Assembly, Congress, and State Board of Equalization pursuant to a mapping process that, among other things, requires the districts to comply with the United States Constitution and the federal Voting Rights Act. The Constitution also requires that, to the extent possible, each Senate district be comprised of two whole, complete, and adjacent Assembly districts and that each Board of Equalization district be comprised of 10 whole, complete, and adjacent Senate districts. This measure would modify the redistricting process for the drawing of Senate district lines by requiring the commission to establish 8 geographical regions that each include 5 Senate districts. The measure would eliminate the requirements that, to the extent practicable, each Senate district be comprised of 2 adjacent Assembly districts and that each Board of Equalization district be comprised of 10 adjacent Senate districts.
