This measure would request the Congress of the United States to establish a comprehensive framework, including dedicated funding, for adapting our nation's wildlife, habitats, coasts, watersheds, rivers, and other natural resources and ecosystems to the impacts of climate change.
This measure would proclaim May 9 through 15 as California Nurses Week 2010.
This measure would have the Legislature join the Congress of the United States in further acknowledging the service of Filipino World War II veterans in the Armed Forces of the United States by recognizing that these veterans should be reunited with their children during their golden years, and would request that the President and the Congress of the United States pass S. 1337 and H.R. 2412, which would exempt children of certain Filipino World War II veterans from the numerical limitations on immigrant visas, thus allowing for family reunification.
This measure would designate the month of February 2010, and February 2011, as Step Up California Month, designate February 3, 2010, and February 3, 2011, as Step Up California Day, and encourage and support various activities relating to the reduction of poverty.
Existing law regulates the custody, control, and interment of human remains. This bill would allow prescribed entities in possession of the cremated remains of a veteran, upon the request of a veterans' remains organization, as defined, to release specified information and remains to a veterans' remains organization for the purpose of interment if certain conditions are met. The bill would require the veterans' remains organization to take all reasonable steps to inter remains received. The bill would also exempt from civil liability, except for willful or wanton misconduct, an entity that releases information or remains after meeting the specified conditions and exempt from negligence a veterans' remains organization that receives and inters remains if the veterans' remains organization does not know or have reason to know that the remains were not released in compliance with the above conditions. Existing law requires the board of supervisors of each county to designate an honorably discharged soldier, sailor, or marine in the county who has served in or with the army or navy of the United States, and shall cause to be decently interred the body of any veteran or widow of a veteran who dies in the county without having sufficient means to defray the expenses of burial, except as otherwise provided. This bill would require the board of supervisors of each county to designate an honorably discharged veteran of the United States military or a member of a veterans' remains organization who shall cause to be decently interred the body of any veteran or spouse or eligible dependent of a veteran as defined by the United States Department of Veterans Affairs for compensation purposes who dies in the county. This bill would encourage the board of supervisors of each county to designate personnel from a veterans' remains organization for that purpose. This bill would also require the specified entities to verify and inter unclaimed cremated remains of veterans in accordance with specified laws.
Existing law, known as the Donahoe Higher Education Act, sets forth, among other things, the missions and functions of California's public and independent segments of higher education, and their respective institutions of higher education, in the context of the goals of the Master Plan for Higher Education in California. Among other things, the act expresses legislative intent to outline in statute the broad policy and programmatic goals of the master plan and to expect the higher education segments to be accountable for attaining those goals. The act also expresses legislative intent that the governing boards be given ample discretion in implementing policies and programs necessary to attain those goals. This bill would reference the report of the Joint Committee on the Master Plan for Higher Education in the Donahoe Higher Education Act. The bill would also add to the act legislative intent that the master plan review committees be used to guide higher education policy. The bill would further add to the act legislative intent to outline in statute clear, concise statewide goals and outcomes for effective implementation of the master plan, attuned to the public interest of the people and state.
This measure would request that the President and the Congress of the United States enact legislation that closes the corporate federal tax loopholes currently allowing the sheltering of income in offshore tax haven countries, and, instead, promotes transparency, cooperation, and tax compliance.
This measure would ask the Internal Revenue Service to issue a new ruling with respect to the federal income tax treatment of registered domestic partners and same-sex married couples.
This measure would declare the last week of March every year as a statewide week of advocacy for Latino education.
This measure would recognize April 2010 as County Government Month.
