Existing law provides for various memorials and monuments on the grounds of the State Capitol. Existing law requires the Department of General Services to maintain state buildings and grounds. This bill would authorize a nonprofit organization representing Gold Star Families, in consultation with the Department of General Services, to plan, construct, and maintain a monument to the Gold Star Families of California on the grounds of the State Capitol. Existing law establishes the California Community Colleges under the administration of the Board of Governors of the California Community Colleges, the California State University under the administration of the Trustees of the California State University, and the University of California under the administration of the Regents of the University of California as the 3 segments of public postsecondary education in the state. This bill would authorize each campus of the California State University, the California Community Colleges, and the University of California to establish a campus mental health hotline for students to access mental health services remotely. The bill would also require each campus of the California State University and the California Community Colleges, and request each campus of the University of California, without a campus mental health hotline to have printed on either side of student identification cards the telephone number of their city's or county's mental health hotline for a student identification card issued to a student on or after January 1, 2023, as specified.
