State government operations: technology modernization.

Existing law establishes the Department of Technology within the Government Operations Agency, under the supervision of the Director of Technology. Existing law requires state agencies, as defined, as required by the director, to cooperate with the department in the development of an annual information technology strategic plan that guides the acquisition, management, and use of information technology. Existing law gives state agencies and entities various other responsibilities relating to their use of technology, including submission of a report on actual and projected costs of information technology, telecommunications, and information security, and development of a plan to leverage cost-effective strategies to reduce the total amount of energy utilized by information technology and telecommunications equipment, as provided. This bill would require each state agency, not later than January 1, 2020, to, in consultation with the Department of Technology, establish modernization goals that will achieve specified objectives. The bill would require those goals to include, but not be limited to, goals for modernization of the agency's information technology system and for usage of technologies that will improve the efficiency of the agency. The bill would require an agency, upon establishing those goals, to create an implementation and cost assessment plan for achieving them. The bill would define "state agency" for these purposes to include the Legislature.

Resource families: pilot program: supportive services.

Existing law provides for the implementation, by counties and foster family agencies, of the resource family approval process, which is a unified, family friendly, and child-centered approval process that replaces the multiple processes for licensing foster family homes, approving relatives and nonrelative extended family members as foster care providers, and approving adoptive families. This bill would require the State Department of Social Services to establish and facilitate a pilot program, as specified, in up to five counties that voluntarily apply and are selected by the department, to increase placement stability for foster youth and facilitate greater resource family retention through strengths-based, skills-based, trauma-informed coaching. The bill would set forth the components of the pilot program and would require the department, by June 30, 2019, to consult with relevant stakeholders and to consider the stakeholders' recommendations to the department regarding certain parameters of the pilot program, as specified. The bill would require a county that elects to participate in the pilot program to conduct at least one evaluation of the program's impact and effectiveness on increasing placement stability for foster youth and retaining resource families in accordance with, and upon issuance of guidance from, the department, and to submit the evaluation to the department, no later than December 31, 2021. The bill would require the department to report the information provided by the counties to the Legislature, as prescribed. The provisions of the bill would be repealed on January 1, 2022.

Relative to the 68th anniversary of the Korean War.

This measure would, among other things, mark June 25, 2018, as the 68th anniversary of the Korean War and encourage participants in specified discussions regarding North and South Korea to have a sincere intention of achieving peace in the region.

Engineering, land surveying, and architecture: limited liability partnerships.

The Professional Engineers Act and the Professional Land Surveyors' Act provide for the licensure and regulation of engineers and land surveyors by the Board for Professional Engineers, Land Surveyors, and Geologists. The Architects Practice Act provides for the licensure and regulation of architects by the California Architects Board. The Uniform Partnership Act of 1994 authorizes the formation of registered limited liability partnerships and foreign limited liability partnerships, as specified. Existing law authorizes persons licensed to engage in the practice of engineering, land surveying, or architecture to form registered limited liability partnerships and foreign limited liability partnerships if specified conditions are met. Existing law requires those partnerships to provide security of no less than $2,000,000 for claims arising out of the partnership's professional practice. Existing law repeals these provisions on January 1, 2019. This bill would extend, until January 1, 2026, the authorization for persons licensed to engage in the practice of engineering, land surveying, or architecture to form limited liability partnerships, as specified.

California Career Technical Education Incentive Grant Program.

Existing law establishes the California Career Technical Education Incentive Grant Program, administered by the State Department of Education, with the purpose of encouraging and maintaining the delivery of career technical education programs during implementation of the school district and charter school local control funding formula. Existing law appropriates specified amounts for the program from the General Fund for the 2015–16, 2016–17, and 2017–18 fiscal years, and provides minimum eligibility standards for grant applicants. This bill would instead specify that the purpose of the program is to encourage and maintain the delivery of high-quality career technical education programs. The bill would specify that, upon appropriation by the Legislature, $500,000,000 shall be made available for the program to the department each year for the 2018–19 fiscal year and each fiscal year thereafter, and would require a grant applicant to demonstrate a proportional dollar-for-dollar match for a grant award for those fiscal years. The bill would, among other things, add to the minimum eligibility standards that a grant applicant demonstrate that it provides opportunities for pupils to participate in leadership development opportunities and career and technical education student organizations, and provides opportunities for pupils who are individuals with exceptional needs to participate in all of the grant applicant's programs. The bill would revise reporting requirements for program participants, and would require the Superintendent of Public Instruction to evaluate and deem successful a grant recipient's program as a condition of receiving a renewal grant. Existing law requires the department and the State Board of Education to give positive consideration for specified characteristics when determining grant recipients, including that the applicant did not operate a career technical education program during the 2014–15 fiscal year. This bill would eliminate the requirement that the department and state board give positive consideration to an applicant that did not operate a career technical education program during the 2014–15 fiscal year. The bill would require, instead of authorize, the Superintendent to take certain actions for purposes of administering the program, including that the Superintendent also determine, in collaboration with the executive director of the state board, the allocation formula, the purposes for which grant funds may be used, and allowable and nonallowable expenditures. The bill would provide that, commencing with the 2018–19 fiscal year, and each fiscal year thereafter, $12,000,000 would be made available, upon appropriation, to the department to provide regional career technical education coordinators for the provision of technical assistance and support to local educational agencies in implementing career technical education courses, programs, and pathways. The bill would specify certain duties of the regional career technical education coordinators. The bill would further provide that the Superintendent would determine the distribution of funding for the provision of these regional career technical education coordinators on the basis of average daily attendance of the K–12 public schools in a county. The bill would require the Superintendent to evaluate the progress of the California Career Technical Education Incentive Grant Program in achieving the goals of the program, and identify appropriate changes to the program no later than June 30, 2021, and no later than June 30 every 3 years thereafter. The bill would require the Superintendent to submit the progress report to the Legislature, the Department of Finance, and the Governor, as specified.

Relative to Amyotrophic Lateral Sclerosis Awareness Month.

This measure would proclaim the month of May 2018 as Amyotrophic Lateral Sclerosis Awareness Month in California, and would encourage continued research in order to find treatments and eventually a cure for amyotrophic lateral sclerosis.
