This measure would declare April 26, 2011, to be Schoolbus Drivers Day in California.
This measure would declare May 2011 and each May thereafter as "Senior Volunteer Month" to honor the contributions of California's senior volunteers.
The California Constitution requires the Governor to submit to the Legislature, within the first 10 days of each calendar year, a budget for the ensuing fiscal year containing itemized statements for recommended expenditures and estimated revenues. If the recommended expenditures exceed the estimated revenues, then the Governor is required to recommend the sources from which additional revenues should be provided. This measure would, instead, require, if the recommended expenditures exceed the estimated revenues in the Governor's budget, that the Governor make specific revenue proposals or proposals for specific spending reductions, or both, to balance expenditures with estimated revenues in the ensuing fiscal year. This measure would also require the Governor, commencing in 2013, to submit to the Legislature, concurrent with the submission of the annual budget for the ensuing fiscal year, a statement of intent regarding the budget for the following fiscal year that projects the estimated expenditures and revenues for that fiscal year. If the estimated expenditures exceed the estimated revenues in the above-described statement of intent regarding the following fiscal year, this measure would require the Governor to make specific revenue proposals or proposals for specific spending reductions, or both, to balance expenditures with the estimated revenues for that fiscal year.
Existing law provides for the control and eradication of pests by the use of various methods, including establishment of a quarantine area, and authorizes the Secretary of Food and Agriculture to enter into cooperative agreements with private and specified state and federal entities for various purposes that promote and enhance agriculture. Existing law also provides that if the secretary expends funds or awards grants for the study of protocols for crops to meet standards for transport out of a quarantine area, that primary consideration be given to crops that are most at risk from the imposition of a quarantine and for which protocols do not currently exist, as long as the application otherwise meets reasonable scientific standards. Existing law authorizes the department to consult with individuals or representatives of the agriculture industry, and academic or scientific individuals, or organizations to establish criteria and assist in the recommendation of any expenditure of funds or the award of grants. This bill would make technical, nonsubstantive changes to these provisions.
This measure would urge Congress and the President to restore funding for the State Criminal Alien Assistance Program.
The California Constitution authorizes each house of the Legislature to provide for the selection of committees necessary for the conduct of its business, including committees to ascertain facts and make recommendations to the Legislature on a subject within the scope of legislative control. Existing law generally makes various regulatory boards within the Department of Consumer Affairs inoperative and repealed on specified dates, and, until January 1, 2012, subjects those boards and other specified boards to review by the Joint Committee on Boards, Commissions, and Consumer Protection. This bill would enact the Jobs Protection Act. The bill would rename the Joint Committee on Boards, Commissions, and Consumer Protection as the Joint Committee on Boards, Commissions, and Consumer or Business Protection, and would create a new legislative procedure with regard to any bill, as defined, that may have a statewide economic impact affecting business. The bill would require the Assembly Committee on Rules and the Senate Committee on Rules to refer any bill that may have a statewide economic impact affecting business, as specified, to the joint committee for the preparation of an economic impact analysis and a hearing and approval. The bill would require the joint committee to move a bill estimated to generate a fiscal impact of $10,000 or more on small business, as defined, or $50,000 or more on any other business, to the suspense file of the joint committee for further consideration, subject to specified procedural requirements. The bill would also require the joint committee to make an annual report in that regard. The bill would make conforming changes to related provisions.
