This measure would proclaim October 11, 2014, as California Firefighters Memorial Day.
This measure would designate November as California Sikh American Awareness and Appreciation Month. The measure would recognize and acknowledge the significant contributions Californians of Sikh heritage have made to the state. The measure would also seek to afford all Californians the opportunity to understand, recognize, and appreciate the rich history and shared principles of Sikh Americans.
This measure would recognize the outstanding performance of California Chrome during his remarkable run for thoroughbred horse racing's Triple Crown, and, in particular, for his tremendous victories in the Kentucky Derby and the Preakness Stakes, would recognize and congratulate the many Californians who are part of the ownership group, breeding and training cadre, and other essential elements that led to his success, and would recognize the storied history of thoroughbred horse racing in California, the Cal-bred Program, and its contributions to job creation and the state's economy.
This measure would commemorate the 60th Anniversary of the Brown v. Board of Education decision.
This measure would recognize July 2014 as Bebe Moore Campbell National Minority Mental Health Awareness Month in California.
This measure would urge the federal government to take steps to reform the outdated and inadequate Official Poverty Measure to better reflect poverty and the unmet needs demonstrated by the Supplemental Poverty Measure.
This measure would recognize the 150th anniversary of the California State Park System and would urge all Californians to join in celebrating this important anniversary of our state park system.
Existing federal law, the Indian Gaming Regulatory Act of 1988, provides for the negotiation and execution of tribal-state gaming compacts for the purpose of authorizing certain types of gaming on Indian lands within a state. The California Constitution authorizes the Governor to negotiate and conclude compacts, subject to ratification by the Legislature. Existing law expressly ratifies a number of tribal-state gaming compacts, and amendments of tribal-state gaming compacts, between the State of California and specified Indian tribes. The California Environmental Quality Act (CEQA) requires a lead agency to prepare, or cause to be prepared, and certify the completion of, an environmental impact report on a project, as defined, that it proposes to carry out or approve that may have a significant effect on the environment, as defined, or to adopt a negative declaration if it finds that the project will not have that effect. This bill would ratify the amendment to the tribal-state gaming compact entered into between the State of California and the Viejas Band of Kumeyaay Indians, executed on August 12, 2014. The bill would provide that, in deference to tribal sovereignty, certain actions related to that amended compact are not projects for purposes of CEQA. This bill would declare that it is to take effect immediately as an urgency statute.
This measure would designate the month of September 2014 as School Attendance Awareness Month, and would encourage public officials, educators, and communities in California to observe the month with appropriate activities and programs.
This measure would declare the week of August 4, 2014, to August 10, 2014, inclusive, as Dropout Recovery Week, and would state that the Legislature intends to encourage the support of dropout recovery high schools with creative teaching strategies, alternative assessments, and adequate resources.
