This measure would designate a portion of southbound State Route 101, from the Temple St. ramp to the Broadway St. ramp, adjacent to the Cathedral of Our Lady of the Angels, as the Los Angeles Firefighter Kelly Wong Memorial Highway. This measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

The Donahoe Higher Education Act sets forth the missions and functions of California's public higher education segments, including the California State University, comprising 23 campuses, and the University of California, comprising 10 campuses. Various provisions of the act specify the responsibilities of the Trustees of the California State University and the Regents of the University of California to develop, among other things, policies and procedures, information, and education and training programs for students, faculty, and staff regarding sexual assault and rape, sexual violence, and sexual harassment, as provided. Provisions of the act apply to the University of California only to the extent that the Regents of the University of California, by appropriate resolution, make them applicable. This bill would require the Trustees of the California State University, and request the Regents of the University of California, to develop content and presentation standards and a model internet website template regarding the steps a campus community member who is a survivor of sexual assault may take immediately following the assault, as provided. The bill would require each campus of the California State University and request each campus of the University of California to develop and post on its campus internet website informational guidance regarding those steps based on those standards and model, as provided. The bill would require the trustees, and request the regents, to implement the bill's provisions using existing funds and resources.
Existing law requires the Commission on Teacher Credentialing to, among other duties, establish standards for the issuance and renewal of credentials, certificates, and permits. Existing law authorizes the commission to issue or renew emergency teaching or specialist permits in accordance with specified regulations adopted by the commission. A regulation adopted by the commission establishes requirements relating to the initial issuance of an emergency career substitute teaching permit, including, among others, a requirement for verification by one or more employers of, in the 3 years immediately preceding the date of application, 3 consecutive years of at least 90 days per year of day-to-day substitute teaching in either the school district requesting the permit or, if the county office of education is responsible for the assignment of day-to-day substitutes for all the school districts in the county, accumulated from one or more California school districts in the county requesting the permit. This bill would require the commission to accept, as an alternative to that verification requirement, verification by an employer or employers of, in the 3 years immediately preceding the date of application, 3 consecutive years of at least 90 days per year of day-to-day substitute teaching accumulated from one or more California school districts participating in a consortium with the school district requesting the permit.
Existing law authorizes use of the Emergency Alert System to inform the public of local, state, and national emergencies. Existing law requires a law enforcement agency to activate the Emergency Alert System within the appropriate area if that agency determines that a child 17 years of age or younger, or an individual with a proven mental or physical disability, has been abducted and is in imminent danger of serious bodily injury or death, and there is information available that, if disseminated to the general public, could assist in the safe recovery of that person. Existing law also authorizes the issuance and coordination of a Blue Alert following an attack upon a law enforcement officer or a Silver Alert relating to a person who is 65 years of age or older who is reported missing. This bill would authorize a law enforcement agency to request the Department of the California Highway Patrol to activate a Yellow Alert if a person has been killed due to a hit-and-run incident and the law enforcement agency has specified information concerning the suspect or the suspect's vehicle. The bill would authorize the Department of the California Highway Patrol to activate a Yellow Alert within the requested geographic area upon request of the law enforcement agency if it concurs with the law enforcement agency that specified requirements are met. This bill would also require the Department of the California Highway Patrol to track the number of Yellow Alert requests it receives from law enforcement agencies. The bill would require the Department of the California Highway Patrol to submit a final report to the Legislature of the efficacy, the advantages, and the disadvantages of the Yellow Alert System by January 1, 2026. On January 1, 2026, the provisions of this bill would be repealed.
This measure would proclaim June 19, 2022, as Veterans of the Republic of Vietnam Armed Forces Day.
