This measure would urge the United States Department of Justice not to direct its enforcement priorities towards California's lawfully and closely regulated cannabis industry, among other things.

Existing law requires the Department of Veterans Affairs to disburse funds, appropriated to the department for the purpose of supporting county veterans service officers pursuant to the annual Budget Act, on a pro rata basis, to counties that have established and maintain a county veterans service officer in accordance with the staffing level and workload of each county veterans service officer under a formula based upon performance developed by the department. This bill would define a workload unit for purposes of these provisions to mean a specific claim activity that is used to allocate subvention funds to counties, which is approved by the department, and performed by county veterans service officers. The bill would appropriate on an annual basis the sum of $7,000,000 from the General Fund to the Department of Veterans Affairs to be available for allocation to counties to fund the activities of county veterans service officers, as specified. The bill would also delete obsolete provisions and would make conforming changes.
Existing law prohibits certain animals that are irremediably suffering from serious illness or severe injury from being held for owner redemption or adoption, and authorizes newborns of those animals that need maternal care and have been impounded without their mothers to be euthanized without being held for owner redemption or adoption. Existing law specifies that no stray dog or cat impounded by a public or private shelter shall be euthanized before 6 business days after the stray dog or cat is impounded, not including the day of impoundment, and requires, except regarding animals covered by the above provisions, that the stray dog or cat be released to a nonprofit animal rescue or adoption organization before the scheduled euthanasia of the stray dog or cat if requested by the organization before the scheduled euthanasia of the stray dog or cat. This bill would permit a puppy or kitten under 8 weeks of age that is reasonably believed to be unowned and is impounded in a public or private shelter to be immediately made available for release to a nonprofit animal rescue or adoption organization before euthanasia of that animal.
This measure would encourage the federal government to maintain or restore full funding to integral international exchange programs, such as the Fulbright U.S. Student Program.
This measure would recognize the month of June 2018 as California's Alzheimer's and Brain Awareness Month and Thursday, June 21, 2018, as The Longest Day in California, and would urge all Californians to wear purple on this day to help spread global awareness of the Alzheimer's Association's vision of a world without Alzheimer's disease.
Existing law recognizes certain animals, plants, towns, museums, and memorials as official state emblems, including, among others, the California Vietnam Veterans Memorial as the official state Vietnam veterans war memorial and the California State Military Museum and Resource Center as the official state military museum. This bill would recognize the LGBTQ Veterans Memorial at the Desert Memorial Park in Cathedral City as the official state LGBTQ veterans memorial.
