This measure would proclaim April 12 through April 18, 2010, as California Holocaust Memorial Week and would urge Californians to observe these days of remembrance for the victims of the Holocaust in an appropriate manner.

This measure would designate the month of September 2010 as Prostate Cancer Awareness Month in the State of California.
This measure would urge the President of the United States, the United States Congress, and the Department of Defense to take immediate and necessary actions to protect national security by ensuring continuation of C-17 production to meet future domestic and international airlift needs and to preserve the crown jewel of the American industrial base.
Existing law authorizes a person who is a recipient of the Army Medal of Honor, Navy Medal of Honor, Air Force Medal of Honor, Army Distinguished Service Cross, Navy Cross, Air Force Cross, or Purple Heart to apply for special license plates for his or her vehicle. The person's surviving spouse may retain the special license plates, subject to certain conditions. Existing law exempts these recipients from payment of vehicle registration fees and payment of charges under the Vehicle License Fee Law. This bill would authorize another surviving member of the deceased medal recipient's family, as defined, to retain one of the special license plates as a family heirloom, subject to the condition that the special license plates are not valid for use for vehicle registration purposes or for the specified exemption from fees and charges by a person other than the person issued the special license plates and the surviving spouse of that person.
Existing law requires a redevelopment agency to make specified payments of property tax increment funds in specified fiscal years to taxing entities, and requires that these payments be allocated among these entities in proportion to the percentage share of property tax revenues received by these entities in these fiscal years. Existing law requires, on or before October 1, 2009, each redevelopment agency to submit a report to the county auditor and to each affected taxing entity that describes each project area, including its location, purpose, date established, date or dates amended, and statutory and contractual passthrough requirements. Existing law requires the report to include specified information in a specified manner for each project area. Existing law requires the county auditor to review each redevelopment agency's report and any other relevant information to determine whether the county auditor concurs with the information included in the reports. Existing law requires the redevelopment agency to make outstanding payments to a local educational agency, as specified, if the agency's report indicates outstanding payment obligations to a local educational agency. This bill would include under these provisions a redevelopment plan that was adopted prior to January 1, 1994, but amended after January 1, 1994, to increase the limitation on the number of dollars to be allocated to the redevelopment agency or that increased, or eliminated, the time limit on the establishing of loans, advances, and indebtedness, or that lengthened the period during which the redevelopment plan is effective, as specified. The bill also would declare that the changes to these provisions do not constitute a change in, but are declaratory of, existing law.
This measure would declare the Legislature's support for the observance of "Spirit of '45 Day" on the second Sunday in August to commemorate the anniversary of the end of World War II on August 14, 1945.
Existing law designates specified days as having special significance, and specifies how the days of special significance should be observed in public elementary and secondary schools and educational institutions. This bill would repeal and recast these provisions. This bill would express findings and declarations of the Legislature relating to Ronald Reagan. This bill would designate February 6 of each year as Ronald Reagan Day, and would encourage public schools and educational institutions to engage in exercises remembering the life of Ronald Reagan, as specified. Existing law requires the Governor to proclaim various days in honor of a person, status, or an event. This bill would require the Governor to annually proclaim February 6 as Ronald Reagan Day.
Existing law provides that the State Department of Mental Health shall provide mental health treatment and supervision in the community for judicially committed persons, as specified. Existing law provides that the department may provide these services directly or through contract with private providers or counties, including administrative and ancillary services related to the provision of direct services. Existing law provides that the program established and administered by the department to provide services pursuant to this authority shall be known as the Forensic Conditional Release Program. This bill would authorize programs providing services pursuant to this provision to inform local enforcement agencies of the names and addresses of program participants in the law enforcement agency's jurisdiction. The bill would specify that providing this notice does not relieve a person or entity of any statutory duty.
This measure would designate Friday, May 7, 2010, as California Peace Officers' Memorial Day and would urge all Californians to use that day to honor California peace officers.
