Existing law vests the Public Utilities Commission with regulatory authority over public utilities, including telephone corporations. Pursuant to authority delegated by the Federal Communications Commission to state regulatory bodies and its existing statutory authority, the Public Utilities Commission has established procedures for implementing 2-1-1 dialing in California. Existing law, until January 1, 2023, authorized the commission, if it determined that doing so was an appropriate use of funds collected from ratepayers, to expend up to $1,500,000 from the California Teleconnect Fund Administrative Committee Fund to help close 2-1-1 service gaps in counties lacking access to disaster preparedness, response, and recovery information and referral services, where technically feasible, through available 2-1-1 service. Existing law establishes various public social services programs, administered by the State Department of Social services. This bill would, upon appropriation, require the department to establish, develop, implement, and administer the 2-1-1 Support Services Grant Program. The bill would require the department to allocate 85% of funds for grants to fund core activities of 2-1-1 agencies, including, among others, contact handling, as specified, and improving the statewide ability to manage resource and user needs data to support data sharing and delivery to health systems, government agencies and other key partners, and shared capacity for analytics and systems. The bill would also require the department to allocate 15% of funds to create a Statewide Innovation Program for the purpose of collective 2-1-1 statewide network coordination with a focus on, among others, building shared strategies and project management of state and regional initiatives and related information and services, and scaling up and assisting with the operations of 2-1-1 services in specified rural counties. This bill would require a grant recipient to adhere to the principles of Alliance of Information and Referral Systems (AIRS) standards and guidelines for information and referral services. The bill would also require a grant recipient to prepare and submit an annual report to the department, which would include the activities or services funded by the grant, the number of individuals served, and specified measures of system performance. This bill would make related findings and declarations.

Existing law establishes within state government the Office of Planning and Research as the comprehensive state planning agency for long-range planning and research. Existing law, until January 1, 2026, establishes within state government a Governor's Military Council that serves under the direction of the Military Department to advise the Governor on efforts to retain military installations and operations within this state that are necessary for the defense of the nation and to coordinate and focus those efforts. This bill, upon appropriation by the Legislature, would establish the California Defense Community Infrastructure Program, which would require the Office of Planning and Research to grant funds and provide technical assistance to local agencies to assist with matching fund requirements in applications for funds from the federal Defense Community Infrastructure Program. The bill would require the office, in consultation with the Governor's Military Council, to develop guidelines for the program that, where possible, align with the guidelines of the federal program. This bill would require the office to use specified project criteria, define an eligible project, as specified, rank eligible projects, as specified, and award grants based on the available funds. The bill would require the office to give priority to projects located in, or that would provide services to people who live in, a disadvantaged community, as defined.
This measure would declare August 7, 2023, as Purple Heart Day in California.
This measure would state the support of the State of California in admitting Washington, D.C. into the Union as a state of the United States of America and urge the members of the United States Congress to enact federal legislation granting statehood to the people of Washington, D.C.
This measure would designate a specified portion of State Highway Route 60 in the County of Riverside as the Deputy Isaiah A. Cordero Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering the cost, to erect those signs.
Existing law requires each county to provide aid to its indigent residents not supported by other means. These county programs are known as general assistance programs. Existing law requires the board of supervisors of every county to, among other things, investigate every application for relief from the funds of the county, to supervise every person receiving that relief, and to keep full and complete records of the investigation, supervision, relief, and rehabilitation. Existing law requires those records to be confidential and not be open to examination or inspection, except as specified. This bill would provide that those provisions do not prohibit sharing of confidential information for purposes directly connected with the administration of relief or with the administration of public social services, as defined.
The California Constitution provides that only a marriage between a man and a woman is valid or recognized in California, and federal law permanently enjoins the state from enforcing this constitutional provision. This measure would repeal this unenforceable constitutional provision and would instead provide that the right to marry is a fundamental right, as specified.
Existing law, the Construction-Related Accessibility Standards Compliance Act, requires a local agency to employ or retain building inspectors who are certified access specialists (CASp) to provide consultation to the local agency, permit applicants, and members of the public on compliance with state construction-related accessibility standards with respect to inspections of a place of public accommodation that relate to permitting, plan checks, or new construction, as specified. Existing law requires a city, county, or city and county to provide to an applicant for the issuance or renewal of a business license or equivalent instrument or permit, specified information relating to obtaining information about the legal obligation to comply with disability access laws. This bill would also require a city, county, or city and county, in a separate document formatted as specified, to provide to that applicant a statement that the business may be subject to liability for failure to meet the legal obligation to comply with state and federal disability access laws, and information on how to obtain a CASp inspection, as specified. By imposing a new requirement on local government agencies, the bill would create a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
Existing law establishes in the Business, Consumer Services, and Housing Agency the Department of Consumer Affairs. Existing law establishes various boards within the department for the licensure, regulation, and discipline of various professions and vocations. Existing law establishes the Barbering and Cosmetology Act, under the administration of the State Board of Barbering and Cosmetology, for the licensure and regulation of barbers and cosmetologists. Existing law specifies a hairstylist's application and examination fee shall be $50, or an amount as determined by the board, not to exceed the reasonable cost of developing, purchasing, grading, and administering the examination, and not to exceed $50. This bill would instead require that the hairstylist application and examination fee be the actual cost to the board for developing, purchasing, grading, and administering the examination, and limit a hairstylist's initial license fee to $50.
