This measure would urge the federal government to abolish U.S. Immigration and Customs Enforcement within the Department of Homeland Security, and implement an orderly and just transfer of essential and basic legally required functions in a manner that upholds values of due process, equality under the law, and family unity.
Existing law governs the procedure for issuing a warrant of arrest by a magistrate. If a declaration of probable cause is made by a peace officer, existing law requires the magistrate to issue a warrant of probable cause for the arrest of the defendant described in the declaration only if the magistrate is satisfied that there is probable cause that the offense described in the declaration has been committed and that the defendant has committed the offense. Existing law allows the issuing magistrate to examine the person seeking the warrant and any witnesses the person may produce under oath. Existing law provides additional requirements for making and signing the declaration of probable cause, as specified. This bill would require a magistrate, before issuing an arrest warrant pursuant to these provisions, to examine the declaration of probable cause made by a peace officer, or an employee of a public prosecutor's office when the subject of the arrest warrant is a peace officer.
This measure would declare that the Legislature honors the life and legacy of Justice Ruth Bader Ginsburg, and proclaims March 15, 2021, as Justice Ruth Bader Ginsburg Day, a day of remembrance and education to ensure that all Californians always honor and remember a vibrant guardian of equality for all.
This measure would acknowledge the Muslim holy month of Ramadan and express the Legislature's respect to Muslims across California and throughout the world on this occasion.
This measure would proclaim March 8, 2021, to March 12, 2021, inclusive, as School Breakfast Week and would recognize the importance of school nutrition programs and school nutrition staff in addressing the needs of the state's pupils.
This measure would state the support of the Legislature and the California Legislative Black Caucus for a one-time allocation for the renovation of a permanent home for the UCLA Labor Center and for renaming the center as the UCLA Rev. James Lawson Jr. Worker Justice Center.
This measure would recognize February 2021 as Black History Month, urge all citizens to join in celebrating the accomplishments of African Americans during Black History Month, and encourage the people of California to recognize the many talents of African Americans and the achievements and contributions they make to their communities to create equity and equality for education, economics, and social justice. The measure would also recognize the significance in protecting citizens' right to vote and remedying racial discrimination in voting.
This measure would designate the week of January 31, 2021, to February 6, 2021, inclusive, as Physician Anesthesiologist Week.
This measure would recognize the first Monday in March as COVID-19 Victims and Survivors Memorial Day. The measure would also urge local residents to continue taking preventative measures and to follow public health orders to mitigate the spread of this virus.
