This measure would proclaim the first week of October, beginning on the first Saturday of the month and ending on the Sunday of the following weekend, Water Professionals Appreciation Week, and would encourage public water and wastewater agencies to offer tours, open houses, and other events during that time to educate Californians on the important functions of those agencies.
The California Constitution prohibits the ad valorem tax rate on real property from exceeding 1% of the full cash value of the property, subject to certain exceptions that include a tax rate to service bonded indebtedness incurred by a school district, community college district, or county office of education for school facilities and approved by 55% of the voters of the district or county voting on the proposition at an election. This measure would create an additional exception to the 1% limit for a rate imposed by a city, county, city and county, or special district to service bonded indebtedness incurred to fund public library facilities, that is approved by 55% of the voters of the city, county, city and county, or special district, as applicable, if the proposition meets specified requirements. The California Constitution prohibits specified local government agencies from incurring any indebtedness exceeding in any year the income and revenue provided in that year, without the assent of 23 of the voters and subject to other conditions. In the case of a school district, community college district, or county office of education, the California Constitution permits a proposition for the incurrence of indebtedness in the form of general obligation bonds for the construction, reconstruction, rehabilitation, or replacement of school facilities, including the furnishing and equipping of school facilities, or the acquisition or lease of real property for school facilities, to be adopted upon the approval of 55% of the voters of the district or county, as appropriate, voting on the proposition at an election. This measure would similarly lower to 55% the voter-approval threshold for a city, county, or city and county to incur bonded indebtedness, exceeding in any year the income and revenue provided in that year, that is in the form of general obligation bonds issued to fund public libraries.
This measure would proclaim the month of September 2017 as Krabbe Disease Awareness Month in the State of California.
Existing law, the Gambling Control Act, provides for the licensure and regulation of various legalized gambling activities and establishments by the California Gambling Control Commission and the investigation and enforcement of those activities and establishments by the Department of Justice. The act prohibits, until January 1, 2020, an ordinance in effect on January 1, 1996, that authorizes legal gaming within a city, county, or city and county from being amended to expand gaming in that jurisdiction beyond that permitted on January 1, 1996. Existing law requires any amendment to any ordinance that would result in an expansion of gambling, as defined, in the city, county, or city and county, to be submitted for approval to the voters of the city, county, or city and county and to be approved by a majority of the electors voting thereon in order to be valid, except that an ordinance may be amended without the approval of the electors to expand gambling by a change that results in an increase of less than 25% with respect to specified matters, including the number of gambling tables or the hours of operation of a gambling establishment in the city, county, or city and county. This bill would authorize a city, county, or city and county to amend its ordinance to increase the operating hours of a gambling establishment to up to 24 hours a day, 7 days a week.
This measure would request the Governor to designate specified departments to accelerate the planning, creation, and completion timelines for a California Nonmotorized Trails Master Plan for urban and rural regions to expand specified opportunities for Californians. The measure would request the Governor to request the President of the United States, Members of Congress, and the Federal Highway Administration to dedicate increased funding to California to accelerate and support the planning and development of the plan and to accelerate the completion of existing nonmotorized recreational trails.
