Existing law provides for the county-administered In-Home Supportive Services program, under which qualified aged, blind, and disabled persons are provided with services in order to permit them to remain in their own homes. This bill would require each county to accept applications for benefits under the program by telephone, through facsimile, or in person, or, if the county is capable of accepting online applications or applications via email for benefits under the program, by email or other electronic means. By creating additional duties for counties, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.

Existing federal law generally requires a health insurance issuer that offers group or individual health insurance coverage that provides both medical and surgical benefits and mental health or substance use disorder benefits to establish parity in the terms and conditions applicable to medical and mental health benefits, as specified. Existing state law subjects nongrandfathered individual and small group health insurance policies that provide coverage for essential health benefits to those provisions of federal law governing mental health parity. Existing law requires every policy of disability insurance that covers hospital, medical, or surgical expenses in this state to provide coverage for the diagnosis and medically necessary treatment of severe mental illnesses of a person of any age, and of serious emotional disturbances of a child, as specified. This bill would require large group, individual, and small group health insurance policies to provide all covered mental health and substance use disorder benefits in compliance with those provisions of federal law governing mental health parity.
Existing law requires the Governor to proclaim various days in honor of a person, status, or an event. This bill would require the Governor annually to proclaim the day of the astronomical Northward equinox, which usually occurs on March 20 or the following day, as Nowrūz Day.
Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as one of the segments of public postsecondary education in this state. Existing law establishes community college districts throughout the state, and authorizes them to operate campuses and provide instruction to students. Existing law authorizes the governing board of a community college district to provide a counseling program. This bill would require the Chancellor's Office of the California Community Colleges to ensure that each of its campuses provides a dedicated on-campus Veteran Resource Center that offers services to help student veterans transition successfully from military life to educational success through the core components of academics, wellness, and camaraderie and would require those Veteran Resource Centers, at a minimum, to be open for 25 hours a week, be staffed by veterans whenever possible, be 400 square feet and fully accessible, and provide enrolled student veterans with specified services, except as provided. Existing law requires the State Air Resources Board to adopt and implement motor vehicle emission standards and to establish criteria for the evaluation of the effectiveness of motor vehicle pollution control devices. Existing law creates the Air Pollution Control Fund, with moneys in the fund to be available to the state board to carry out its duties and functions. Existing law prohibits the disconnection, modification, or alteration of required motor vehicle pollution control devices, except with respect to an alteration, modification, or modifying device, apparatus, or mechanism that is covered by a resolution of the state board that makes specified findings. This bill, until January 1, 2026, would create the Aftermarket Parts Account in the Air Pollution Control Fund, in which moneys may be deposited by public and private entities for the purpose of funding the hiring of additional staff for implementation of the approval of a device, apparatus, or mechanism under these provisions.
