This measure would express the support of the Legislature for the 23 Asilomar AI Principles as guiding values for the development of artificial intelligence and of related public policy.

Existing law allows taxpayers, until January 1, 2020, to designate on his or her personal income tax return that a specified amount in excess of his or her personal income tax liability be contributed to the California Alzheimer's Disease and Related Disorders Research Fund, which is subject to appropriation by the Legislature, to be allocated to the Franchise Tax Board, the Controller, and the appropriate state department as established by the Secretary of California Health and Human Services in consultation with the California Department of Aging, and any others that the secretary deems appropriate to be expended for Alzheimer's disease research. Existing law requires that when establishing or extending the operation of these voluntary tax contribution funds the words "voluntary tax contribution" be included in the name of the fund, that the administering agency comply with specified Internet Web site reporting requirements, that the fund provisions remain in effect only until January 1 of the 7th calendar year following the first appearance of the voluntary tax contribution on the personal income tax return, that the required calendar year minimum contribution amount for the fund to continue appearing on the return is $250,000, and that the contributions be continuously appropriated from the fund to the administering entity. This bill would rename the fund as the California Alzheimer's Disease and Related Dementia Research Voluntary Tax Contribution Fund and would instead require the funds to be allocated to the State Department of Public Health to support eligible programs awarded grants under selection criteria established by the State Department of Public Health Alzheimer's Disease Program. The bill would also conform with the above-mentioned requirements by extending the operation of the provisions of the California Alzheimer's Disease and Related Disorders Research Fund to January 1, 2025, renaming the fund, continuously appropriating the fund to the Franchise Tax Board, the Controller, and the State Department of Public Health for purposes of carrying out these provisions, and requiring the State Department of Public Health to comply with those Internet Web site reporting requirements. By continuously appropriating the funds described above, the bill would make an appropriation.
This measure would proclaim the week of September 9, 2018, through September 15, 2018, as Suicide Prevention Week in California.
This measure would proclaim November 2018 as Epilepsy Awareness Month and call for a recommitment to increasing awareness and understanding of those living with epilepsy.
Existing law requires each school district that has one or more pupils who are English learners, and, to the extent required by federal law, each county office of education and each charter school, to assess the English language development of each pupil in order to determine the pupil's level of proficiency, as specified, and requires the Superintendent of Public Instruction to review existing assessments that assess the English language development of pupils whose primary language is a language other than English. This bill, commencing with the 2019–20 school year, would prohibit a middle school or high school pupil, as defined, who is classified as an English learner, except as specified, from being denied participation in a school's standard instructional program, as defined, by being denied enrollment in specified courses, including, among others, courses required for graduation and college admission. By imposing additional duties on local educational agencies, the bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
Existing law authorizes county jails to be used for specified purposes, including the detention of persons charged with crimes and committed for trial. Existing law authorizes a court to place defendants who are current or former members of the United States military and suffering from specified conditions in a pretrial diversion program. This bill would require county jails to, upon detention of a person, ask if the person has served in the United States military and document the person's response. The bill would additionally require that the county jail make this information available to the person, his or her counsel, and the district attorney. By increasing the duties of county jails, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
This measure would urge President Trump, United States Attorney General Sessions, the United States Department of Justice, the United States Department of Homeland Security, and all other relevant federal departments to immediately cease the implementation of the "zero tolerance" federal immigration policy and to not propose any additional inhumane immigration policies in the future. The measure would further call for compassion and decency for all individuals, families, and children who arrive at our borders seeking a better life.
This measure would proclaim August 2018 as Breastfeeding Awareness Month of 2018 in California. The measure would recognize the unique benefits that breastfeeding provides, as specified, and would affirm that Californians should work to ensure that barriers to initiation and continuation of breastfeeding are removed. The measure would encourage Californians to work together to explore ways to, among other things, improve women's access to breastfeeding support services in medical, social, and employment settings.
This measure would urge pet owners in the state to take specified actions to prevent harm to pets caused by fire, prepare for fire emergencies at home, and take precautions to ensure the safe location, rescue, care, and medical treatment of all pets in the event of a wildfire in or around a pet owner's home.
This measure would designate the month of November 2018 to be California's Sikh American Awareness and Appreciation Month. This measure would recognize and acknowledge the significant contributions made by Californians of Sikh heritage to our state and seeks to afford all Californians the opportunity to better understand, recognize, and appreciate the rich history and shared principles of Sikh Americans. This measure would condemn all hate crimes and bias incidents against Sikh Americans and encourage all Sikhs to practice their faith freely and fearlessly.
