Existing law establishes the Dental Hygiene Committee of California, within the jurisdiction of the Dental Board of California, and provides for the appointment of the committee members. Existing law requires the committee to administer the laws regulating dental hygienists. Under existing law those provisions remain in effect only until January 1, 2015. This bill would extend the operation of those provisions until January 1, 2019.

Existing law establishes a specialized license plate program and requires the Department of Motor Vehicles (DMV) to issue specialized license plates to a sponsoring state agency that meets certain requirements. Existing law requires the DMV to charge specified additional fees for the issuance, renewal, or transfer of specialized license plates, and requires that these additional fees, less the DMV's administrative costs, be deposited in the Specialized License Plate Fund for appropriation and allocation to each sponsoring state agency, as specified. This bill would appropriate the moneys in the Specialized License Plate Fund derived from the issuance, renewal, transfer, and substitution of a specialized license plate issued under the Pet Lover's License Plate Program sponsored by the Veterinary Medical Board prior to the operative date of the bill to the Veterinary Medical Board for the sole and exclusive purpose of funding grants to providers of no-cost or low-cost animal sterilization services. This bill would declare that it is to take effect immediately as an urgency statute.

Existing law establishes the Professional Fiduciaries Bureau, within the Department of Consumer Affairs, and requires the bureau to license and regulate professional fiduciaries. Under existing law, the provisions establishing the bureau are in effect only until January 1, 2015, and upon repeal of those provisions the bureau will be subject to review by the appropriate policy committees of the Legislature. This bill would extend those provisions until January 1, 2019.

Proposition 187, which was approved by the voters at the November 8, 1994, statewide general election, made illegal aliens ineligible for specified public social services, public health care services, and public school education at the elementary, secondary, and post-secondary levels. Among other things, the proposition also required various state and local agencies to report suspected illegal aliens, as specified, and required the Attorney General to perform certain tasks in connection with transmitting and retaining those reports. These provisions of Proposition 187 were rendered unenforceable after a federal court found them to be preempted by the United States Constitution and other federal law. This bill would repeal the unenforceable provisions of Proposition 187, as described above.

This measure would recognize the month of October 2014 as Filipino American History Month and the 427th anniversary of the first presence of Filipinos in the continental United States.

This measure would designate a specified portion of Interstate 10 between Interstate 710 and Interstate 5 in the County of Los Angeles as the Joe Gatto Memorial Highway. The measure also would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

This measure would encourage the Chancellor of the California Community Colleges, in consultation with affected stakeholders, to develop options to address the long-term funding needs of career technical education and other workforce and training programs at the campuses of the California Community Colleges, and to submit those options to the Legislature before April 1, 2015, so it may address these funding concerns during its 2015–16 Regular Session.

This measure would acknowledge the history of the Chinese in California, recognize the contributions made to the State of California by Chinese Americans and Chinese immigrants, and apologize for past discriminatory laws and constitutional provisions that resulted in the persecution of Chinese living in California.

This measure would proclaim June 2014, as Scoliosis Awareness Month.
