Ballot materials: electronic access.

Existing law requires elections officials to provide a registered voter with a sample ballot, voter pamphlet, directions to the nearest polling place, and other ballot materials by mail within designated timeframes before a primary or general election. This bill would authorize county and city elections officials, if specified conditions and deadlines are met, to establish procedures to allow a voter to opt out of receiving his or her sample ballot and other ballot materials by mail and instead obtain them via electronic means such as e-mail or accessing them from a county's or city's Internet Web site.

Code enforcement officers.

Existing law defines the term "code enforcement officer" for purposes of determining the punishment for an assault or battery committed against a code enforcement officer as a person who is not a peace officer, has enforcement authority for health, safety, and welfare requirements, and is authorized to issue citations or file formal complaints, as specified. This bill would define the term "code enforcement officer" in the Penal Code as described above without limiting the definition to the context of assault and battery committed against a code enforcement officer. This bill would declare that it is to take effect immediately as an urgency statute.

Marriages.

Existing law provides that a marriage may be solemnized by authorized persons of any religious denomination, by specified legislators, constitutional officers, and California Members of Congress, while those persons are currently holding that office, and by specified justices, judges, and magistrates, both current and retired. This bill would authorize an elected mayor of a chartered city, while that person holds that office, to solemnize a marriage ceremony.

County employees' retirement: disability: military leave.

The County Employees Retirement Law of 1937 permits a member permanently incapacitated for the performance of duty to be retired for disability regardless of age only if the member's incapacity is a result of injury or disease arising out of, and in the course of, the member's employment, and the employment contributes substantially to the incapacity or the member has complete 5 years of service, as specified. Existing law permits the spouse of a member who dies in service after 5 years of service or as a result of service-connected injury or disease to elect a combined death benefit. This bill would, in Los Angeles County, upon adoption by the board of supervisors or a district governing body, require that a member who becomes permanently incapacitated for the performance of duty with his or her county or district as a direct result of injury or disease arising out of, and in the course of, active military service while on miliary leave, as defined, be retired for nonservice-connected disability regardless of age or years of service. The bill would also permit the surviving spouse of a member who dies in the course of this active military service to receive the combined death benefit without regard to what would otherwise be required with regard to the member. The bill would provide that the right to these benefits is not vested with respect to any member prior to the member's retirement or death.

Relative to common state education standards.

This measure would call upon the National Governors Association and the Council of Chief State School Officers to develop common core state standards in the core academic disciplines of English-language arts, mathematics, history-social science, and science, request that they replicate the process used to develop English-language arts and mathematics common core state standards to now develop common core state standards for social studies and science, and examine the viability of developing common standards in foreign language, visual and performing arts, physical education, career technical education, and other subject areas.

Relative to gender discrimination.

This measure would memorialize the United States Senate to ratify, and the President to sign, the United Nations Convention on the Elimination of All Forms of Discrimination Against Women, and would memorialize the Congress of the United States and the President to enact appropriate legislation that addresses the concerns expressed in this measure.

Relative to immigration.

This measure would specify principles for repairing the nation's broken immigration system and would urge Congress and the President of the United States to take a comprehensive and workable approach to improving the nation's immigration system using those principles.

Shelled eggs: sale for human consumption: compliance with animal care standards.

Existing law, the Sherman Food, Drug, and Cosmetic Law, requires the State Department of Public Health to regulate manufacturing, sales, labeling, and advertising activities related to food, drugs, devices, and cosmetics in conformity with the federal Food, Drug, and Cosmetic Act, including, but not limited to, prohibition against the receipt in commerce of any adulterated food, as defined. A violation of these provisions is a crime. Existing law, enacted as Proposition 2, an initiative measure approved by the voters at the November 4, 2008, statewide general election, establishes, commencing January 1, 2015, specified farm animal treatment standards. This bill would, commencing January 1, 2015, prohibit the sale of a shelled egg for human consumption if it is the product of an egg-laying hen that was confined on a farm or place that is not in compliance with those animal care standards and would make violations of these provisions a crime. This bill would declare that its provisions are severable. By creating a new crime, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
