Relative to National Kidney Month.

This measure would proclaim the month of March 2016, and each year thereafter, as National Kidney Month, would express the Legislature's support of programs that work to, among other things, increase awareness of kidney disease, and would encourage health care providers to engage in an aggressive program for the treatment of diabetes and high blood pressure.

Relative to Black History Month.

This measure would recognize February 2016 as Black History Month, urge all citizens to join in celebrating the accomplishments of African Americans during Black History Month, and encourage the people of California to recognize the many talents, achievements, and contributions that African Americans make to their communities.

Rehabilitation.

Existing law establishes a criminal justice system that, among other goals, is intended to rehabilitate criminal offenders. This bill would express the intent of the Legislature to enact legislation relating to the rehabilitation of criminal offenders.

A resolution to propose to the people of the State of California an amendment to the Constitution of the State, by amending Section 20 of Article XVI thereof, relating to the state budget.

Existing provisions of the California Constitution, approved by the electors on November, 4, 2014, establish the Budget Stabilization Account in the General Fund and require the Controller, on or before October 1 of the 2015–16 fiscal year and each fiscal year thereafter, to transfer from the General Fund to the Budget Stabilization Account amounts that include a sum equal to 1.5% of the estimated amount of General Fund revenues for that fiscal year. These existing provisions prohibit for each fiscal year transfers to the Budget Stabilization Account that would cause the balance in the account to exceed 10% of the amount of General Fund proceeds of taxes for the fiscal year as estimated by the Department of Finance. This measure would increase from 1.5% to 3% the percentage of estimated General Fund proceeds of taxes required to be transferred from the General Fund to the Budget Stabilization Account for each fiscal year. This measure would also increase the maximum balance of the Budget Stabilization Account for each fiscal year from 10% to 15% of the amount of General Fund proceeds of taxes for the fiscal year as estimated by the Department of Finance.

Insurance: financial guaranty insurance.

Existing law divides insurance in this state into various classes, including financial guaranty insurance, defined as a surety bond, an insurance policy, or, when issued by an insurer, an indemnity contract and any similar guarantee, under which loss is payable upon proof of occurrence of financial loss to an insured claimant, obligee, or indemnitee as a result of specified events. This bill would make technical, nonsubstantive changes to the provision referencing the definition of financial guaranty insurance.
