This measure would recognize Dr. Martin Luther King, Jr., on April 4, 2023, the 55th anniversary of his assassination, for his numerous accomplishments and contributions to the nation and the long-lasting influence that his words and legacy continue to have globally.

This measure designates the month of April 2023 as Sexual Assault Awareness Month, and recognizes April 26, 2023, as "Denim Day" in California.

Existing law establishes the Middle Class Scholarship Program (MCSP) under the administration of the Student Aid Commission. Existing law makes an undergraduate student eligible for a scholarship award under the MCSP if the student is enrolled at the University of California or the California State University, or enrolled in upper division coursework in a community college baccalaureate program, and meets certain eligibility requirements. This bill would extend awards under the MCSP to community college students who are current or former foster youth pursuing transfer to a 4-year postsecondary educational institution, an associate degree, an associate degree for transfer, or a community college career technical education certificate and meet other MCSP requirements, as provided. The bill would require the commission to summarize the provisions of the MCSP that apply to these current or former foster youth and title those provisions as "The Fostering Futures Program" on a page on its internet website.

This measure would recognize May 14, 2023, as the 116th annual Mother's Day and would urge all Californians to recognize, appreciate, and be grateful for the gifts and good works of mothers on that day.

Existing law requires the Department of General Services to maintain a complete and accurate statewide inventory of all real property held by the state, to update the inventory annually, and to categorize that inventory by agency and geographical location. This inventory is required to include specified information furnished by state agencies and the University of California. This bill would require that this inventory be completed and updated by January 1 of each year.

This measure would proclaim March 7, 2023, and March 7 of each year thereafter, as Tuskegee Airmen Commemoration Day in California.

This measure would recognize February 2023 as Black History Month, urge all citizens to join in celebrating the accomplishments of African Americans during Black History Month, and encourage the people of California to recognize the many talents of African Americans and the achievements and contributions they make to their communities to create equity and equality for education, economics, and social justice. The measure would also recognize the significance in protecting citizens' right to vote and remedying racial discrimination in voting.

This measure would declare that the Legislature honors the life and legacy of Justice Ruth Bader Ginsburg, and proclaims March 15, 2023, as Justice Ruth Bader Ginsburg Day, a day of remembrance and education to ensure that all Californians always honor and remember a vibrant guardian of equality for all.
