This measure would recognize March 31, 2010, as the anniversary of the birth of César Chávez, and would call upon all Californians to participate in appropriate observances to remember César Chávez as a symbol of hope and justice to all persons.
This measure would proclaim April 12 through April 18, 2010, as California Holocaust Memorial Week and would urge Californians to observe these days of remembrance for the victims of the Holocaust in an appropriate manner.
This measure would recognize September 2010 as Pain Awareness Month and call upon all Californians to observe that month by learning how to improve the quality of life of Californians suffering from pain. This measure would also recognize September 17, 2010, as Women In Pain Awareness Day to draw public attention to the gender disparity in pain assessment and treatment in the United States.
This measure would request that Congress adopt a national freight policy as a component of the next federal transportation bill and subsequently direct the United States Department of Transportation to implement its provisions.
(1) Existing law makes it an infraction for a person to smoke a cigarette, cigar, or other tobacco-related product within 25 feet of a playground or tot lot sandbox area. This bill would make it an infraction for a person to smoke, as defined, a pipe, cigar, or cigarette on a state coastal beach or in a unit of the state park system, as defined, except as specified. The bill would require that the ban on smoking be in effect in units of the state park system only if the district superintendent of the state park system has posted an order in accordance with state park regulations policy that prohibits smoking in those areas, and public notice of the proposed order has been provided for at least 30 days. The bill would establish a state-mandated local program by creating a new crime. This bill would permit the Department of Parks and Recreation or another relevant state agency to develop and post signs at a state coastal beach or a unit of the state park system to provide notice of the smoking prohibition. The bill would require the smoking prohibition to be enforced only after signs have been posted alerting the public of the prohibition, but would authorize warnings to be given before signs have been posted. The bill would state the intent of the Legislature with regard to the enforcement of these prohibitions. (2) The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
This measure would urge the Centers for Medicare and Medicaid Services to adopt regulations, and the Congress and the President of the United States to enact legislation, to improve the system and speed up the process for timely licensure and certification surveys of new dialysis clinics.
This measure would proclaim May 2 through May 8, 2010, as Cinco de Mayo Week, and would urge all Californians to join in celebrating Cinco de Mayo.
This measure would designate Friday, May 7, 2010, as California Peace Officers' Memorial Day and would urge all Californians to use that day to honor California peace officers.
This measure would urge the Department of Justice to ensure compliance with a requirement that the department develop a standard format to be used statewide for purposes of reporting secondhand dealer transactions.
This measure would designate April 24, 2010, as "California Day of Remembrance for the Armenian Genocide of 1915–1923." It would memorialize the Congress and the President of the United States to act likewise to commemorate the Armenian Genocide.
