Armenian Genocide: Day of Remembrance.

This measure would designate April 24, 2009, as "California Day of Remembrance for the Armenian Genocide of 1915–1923." It would memorialize the Congress and the President of the United States to act likewise to commemorate the Armenian Genocide.

Relative to education finance.

This measure would state the intent of the Legislature that the State of California generate sufficient funds for, and allocate sufficient funds to, education, so as to bring per-pupil spending up to or beyond the national average, and to a level that accounts for the actual cost of educating California's diverse pupil population.

Social Security: retirement benefits: public employees.

This measure would request the President and the Congress of the United States to enact the Social Security Fairness Act of 2009, which would repeal the Government Pension Offset and the Windfall Elimination Provision from the Social Security Act.

Elder Economic Security Standard Index.

This measure would memorialize the President and the Congress of the United States to ensure economic security for all elders by taking several actions, including ensuring that federal policies and programs enable all elders and their families to meet their basic needs and using the Elder Economic Security Standard Index to modernize all federal poverty measures and guidelines, recalculate the number and demographic profile of elders whose basic needs are not being met, and evaluate the impact of public supports and any current or new federal initiatives to help elders age in place.

Relative to the Children of Incarcerated Parents Bill of Rights.

This measure would encourage designated entities to distribute the Children of Incarcerated Parents Bill of Rights to identified children of incarcerated parents, and to invite discussion and encourage relevant departments to use the bill of rights as a framework for analysis and determination of procedures when making decisions about services for these children.

California Career Resource Network Program.

Existing law establishes the California Career Resource Network in state government for the purpose of providing career development information and resources to people in California in order to enable them to attain their career goals. The network is composed of the Director of Employment Development, the Superintendent of Public Instruction, the Chancellor of the California Community Colleges, the Director of Rehabilitation, the Director of Social Services, the Executive Director of the California Workforce Investment Board, the Executive Secretary of the Bureau for Private Postsecondary and Vocational Education, the Director of the California Youth Authority, the Director of the Department of Corrections and Rehabilitation, and the Director of the Department of Developmental Services, or their designees. This bill would establish the network as a program in the State Department of Education, establish the State Agency Partners Committee to be composed of the members of the program, and require the State Agency Partners Committee to coordinate the use of network information and resources in its programs. These provisions would become operative on July 1, 2010.

Vehicles: commercial vehicle ban: State Route 2.

(1) Existing law authorizes the Department of Transportation to declare and fix a weight limit for a highway under its jurisdiction that is less than the maximum weight limits otherwise authorized under the Vehicle Code, upon determining that the highway will not sustain those maximum weights and, after conducting a public hearing on the issue, determining the maximum weight that the highway will sustain. The department is prohibited from establishing a maximum weight limit that is less than 16,000 pounds. A violation of the Vehicle Code is a crime. This bill would prohibit, with specified exemptions, the operation of a commercial vehicle with 3 or more axles, or a gross vehicle weight or a combined gross weight of 9,000 pounds or more on the segment of State Route 2 that is located between Interstate Route 210 (I-210) in the City of La Canada Flintridge and County Route N4 (Big Pine Highway) in the County of Los Angeles. The bill would provide that, upon conviction, a violation of the above prohibition is subject to a fine of $1,000. Because the bill would create a new crime, this bill would impose a state-mandated local program. The bill would require the department to erect suitable signs to give adequate notice of the prohibition. (2) The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason. (3) This bill would declare that it is to take effect immediately as an urgency statute.

Relative to Chinese Americans in California.

This measure would acknowledge the history of the Chinese in California, recognize the contributions made to the State of California by Chinese Americans and Chinese immigrants, and express regret for past discriminatory laws and constitutional provisions which resulted in the persecution of Chinese living in California.

Relative to the Ryan White HIV/AIDS Treatment Modernization Act of 2006.

This measure would urge the Congress and President of the United States to enact legislation that would provide for a 3-year extension of the Ryan White HIV/AIDS Treatment Modernization Act of 2006, including the existing formula-based funding for states with maturing names-based HIV reporting systems, from its current sunset on September 30, 2009, to September 30, 2012.
