Under existing law, the Lanterman Developmental Disabilities Services Act, the State Department of Developmental Services is authorized to contract with regional centers to provide support and services to individuals with developmental disabilities. Existing law requires a regional center to include specified information on its Internet Web site for the purpose of promoting transparency and access to public information that includes specified information. This bill would add prescribed information to this requirement.

Existing law provides for the licensing and regulation of marriage and family therapists by the Board of Behavioral Sciences. Existing law specifies the education required for licensure, which includes a requirement for a practicum that involves direct client contact and hours of experience relating to client centered advocacy, as defined. Existing law authorizes trainees to perform activities and services in certain work settings provided that these constitute part of the trainee's supervised course of study and the person is designated as a trainee. Existing law also authorizes trainees to gain hours of experience outside the required practicum under certain conditions, but requires trainees who gain experience outside the required practicum to be enrolled in a practicum in order to counsel clients. This bill would provide that trainees may also counsel clients while not enrolled in a practicum if the period of lapsed enrollment is less than 90 calendar days, and if that period is immediately preceded and immediately followed by enrollment in a practicum course. The bill would reduce the maximum number of hours that may be gained by engaging in client centered advocacy, as specified. Existing law requires an applicant for licensure as a marriage and family therapist to complete a specified number of hours of supervised experience. For those purposes, existing law requires the supervision of a marriage and family therapy intern or trainee by a supervisor, defined as, among other things, a person who has been licensed for at least 2 years as a marriage and family therapist, licensed clinical social worker, licensed psychologist, or licensed physician certified in psychiatry. This bill would authorize a licensed professional clinical counselor to act as a supervisor of a marriage and family therapy intern or trainee if he or she meets additional training and education requirements, as specified. This bill would incorporate changes to Sections 4980.36 and 4980.42 of the Business and Professions Code proposed by SB 943 and this bill if SB 943 is also enacted and this bill is chaptered last.

This measure would congratulate the California State University system on the occasion of its 50th anniversary, commend the invaluable contributions it has made to the intellectual and social growth of its students, and extend best wishes for its continued success in the future.

(1) Existing law requires the State Board of Forestry and Fire Protection, on or before September 1, 2011, to adopt emergency regulations to establish a fire prevention fee in an amount not to exceed $150 to be charged on each structure on a parcel that is within a state responsibility area, as defined, and requires that the fire prevention fee be adjusted annually using prescribed methods. Existing law requires the State Board of Equalization to collect the fire prevention fees, as prescribed, commencing with the 2011–12 fiscal year. Existing law establishes the State Responsibility Area Fire Prevention Fund and prohibits the collections of fire prevention fees if, commencing with the 2012–13 fiscal year, there are sufficient amounts of moneys in the fund to finance specified fire prevention activities for a fiscal year. Existing law requires that the fire prevention fees collected, except as provided, be deposited into the fund and be made available, to the board and the Department of Forestry and Fire Protection for certain specified fire protection activities that benefit the owners of structures in state responsibility areas who are required to pay the fee. Existing law further requires the board, on and after January 1, 2013, to submit an annual written report to the Legislature on specified topics. This bill would repeal the above provisions relating to the fire prevention fees. (2) The California Constitution authorizes the Governor to declare a fiscal emergency and to call the Legislature into special session for that purpose. Governor Schwarzenegger issued a proclamation declaring a fiscal emergency, and calling a special session for this purpose, on December 6, 2010. Governor Brown issued a proclamation on January 20, 2011, declaring and reaffirming that a fiscal emergency exists and stating that his proclamation supersedes the earlier proclamation for purposes of that constitutional provision. This bill would state that it addresses the fiscal emergency declared and reaffirmed by the Governor by proclamation issued on January 20, 2011, pursuant to the California Constitution.

The Personal Income Tax Law allows individual taxpayers to contribute amounts in excess of their tax liability for the support of specified funds. This bill would, until January 1, 2016, allow a taxpayer to designate on a tax return that a specified amount in excess of his or her tax liability be deposited into the General Fund. The California Constitution authorizes the Governor to declare a fiscal emergency and to call the Legislature into special session for that purpose. Governor Schwarzenegger issued a proclamation declaring a fiscal emergency, and calling a special session for this purpose, on December 6, 2010. This measure would recognize the 10th anniversary of the September 11, 2001 attacks as a day of solemn commemoration.

This measure would commemorate the 100-year anniversary of California's initiative process.

Existing law defines "low-speed vehicle" for purposes of the Vehicle Code as a motor vehicle, other than a motor truck, with 4 wheels that is capable of a minimum speed of 20 miles per hour and a maximum speed of 25 miles per hour on a paved level surface and that has a gross vehicle weight rating of less than 3,000 pounds. Existing law imposes certain restrictions on the use of low-speed vehicles on public streets and highways, and generally requires an operator of a low-speed vehicle to have a driver's license. A low-speed vehicle is also known as a neighborhood electric vehicle (NEV) . A violation of the Vehicle Code is an infraction, unless otherwise specified. Existing law authorizes certain local agencies to establish a NEV transportation plan subject to certain requirements. A person operating a NEV in a plan area in violation of certain provisions is guilty of an infraction punishable by a fine not exceeding $100. This bill would authorize the County of Riverside or any city in the county to establish a similar NEV transportation plan for a plan area that may include any applicable portion of the county or city, as specified, subject to the same penalties. The bill would require the plan to be submitted to the department for review and approval. The bill would require a report to the Legislature by January 1, 2016, if the county adopts a plan. The bill would repeal these provisions on January 1, 2017. Because the bill would create a new crime, it would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.

Existing law, the California Self-Service Storage Facility Act, specifies remedies and procedures for self-service storage facility owners when occupants are delinquent in paying rent or other charges. Existing law requires that a lien sale of property at a self-service storage facility be advertised in a newspaper of general circulation in the county where the sale is to be held, or posted in conspicuous places in the neighborhood of the proposed sale, as specified. This bill would instead require that these lien sales be advertised in a newspaper of general circulation in the judicial district where the sale is to be held, or posted in conspicuous places in the neighborhood of the proposed sale, as specified.

This measure would declare June 2011 as Scleroderma Awareness Month.
