This resolution would recognize the month of January as National Slavery and Human Trafficking Prevention Month, and it would recognize February 1, 2011, as California's Free From Slavery Day.

This measure would declare March 11, 2011, as Fresno Food Expo Day, and honor the Central San Joaquin Valley for its contribution to California, the nation, and globally for its abundant production of agricultural goods and food production.
This measure would recognize the month of February 2011 as American Heart Month in California, would recognize February 4, 2011, as Wear Red Day in California, and would urge public support for Go Red for Women events.
This measure would state the intent of both houses of the Legislature to begin each of their respective floor sessions, following the opening prayer and the pledge of allegiance to the flag, with a recitation of an excerpt from the United States Constitution, and to begin their respective floor sessions held nearest in time to the 4th of July of each year with a recitation of the full text of the Declaration of Independence.
This measure would designate that January 17, 2011, be observed as the official memorial of the late Rev. Dr. Martin Luther King, Jr.'s birth, commemorate Martin Luther King, Jr. Day, the work of Dr. Martin Luther King, Jr., and the Civil Rights Movement in changing public policy in California and in the United States of America.
The Enterprise Zone Act authorizes the designation of certain depressed areas in this state as enterprise zones for purposes of providing specific economic incentives within those areas. This bill would make technical, nonsubstantive changes to that act.
This measure would urge Congress and the President to restore funding for the State Criminal Alien Assistance Program.
This measure would request that the President and the Congress of the United States pass the H.R. 2474 that would restore funding for California veterans pursuing higher education.
Existing law requires employers to make specified payments and withholdings from wages paid for employment. Existing law requires that employer payments and withholdings be paid to the Employment Development Department. Existing law excludes certain services, including sales presentations of services and other intangibles in the home, from those employer payments and withholdings. This bill would also exclude from those employer payments and withholdings the services performed by a nonresident who is working temporarily in this state for no more than 120 days and is employed in the aerospace industry, as defined.
The Personal Income Tax Law and the Corporation Tax Law define gross income as all income from whatever source derived, unless specifically excluded. This bill would, under both laws, exclude from the computation of gross income any voucher issued or specified payment made pursuant to the federal Consumer Assistance to Recycle and Save Act of 2009 received as a result of a purchase of a vehicle described in that act. This bill would make a legislative finding and declaration that it serves a public purpose, as specified. This bill would take effect immediately as a tax levy.
