School facilities: military installations.

Existing federal law provides for construction funding assistance for elementary and secondary public schools that are located on United States military installations and that meet specified criteria. This bill would express the intent of the Legislature that assistance be provided to school districts in the 2015–16 fiscal year to meet the matching share requirement of a school construction grant made by the Office of Economic Adjustment of the federal Department of Defense to construct, renovate, repair, or expand elementary and secondary public schools located on military installations. The bill would require the Department of Finance to explore options, including, but not necessarily limited to, making low-interest loans available to school districts through the California Infrastructure and Economic Development Bank, on how best to assist school districts in meeting the matching share requirement of the federal school construction grant referenced in the bill.

Santa Clarita Valley Sanitation District.

The County Sanitation District Act provides for the formation of county sanitation districts. Existing law, the Ralph M. Brown Act, requires the regular and special meetings of a legislative body to be held within the boundaries of the territory over which the local agency exercises jurisdiction, except that the local agency may meet in the closest meeting facility if it has no meeting facility within the boundaries of the territory over which the local agency exercises jurisdiction, or at its principal office if that office is located outside the territory over which the local agency exercises jurisdiction. Under the Federal Water Pollution Control Act, each state is required to identify those waters for which prescribed effluent limitations are not stringent enough to implement applicable water quality standards and to establish, with regard to those waters, total maximum daily loads (TMDLs) , subject to the approval of the United States Environmental Protection Agency, for certain pollutants at a level necessary to implement those water quality standards. This bill would prohibit the meeting exception described above from applying to the Santa Clarita Valley Sanitation District when decisions are being made upon policy items relating to a total maximum daily load (TMDL) of any pollutant. By imposing new duties on the Santa Clarita Valley Sanitation District, this bill would impose a state-mandated local program. This bill would make legislative findings and declarations as to the necessity of a special statute. The California Constitution requires local agencies, for the purpose of ensuring public access to the meetings of public bodies and the writings of public officials and agencies, to comply with a statutory enactment that amends or enacts laws relating to public records or open meetings and contains findings demonstrating that the enactment furthers the constitutional requirements relating to this purpose. This bill would make legislative findings to that effect. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.

Relative to California Holocaust Memorial Week.

This measure would proclaim April 12 through April 19, 2015, as California Holocaust Memorial Week and would urge Californians to observe these days of remembrance for the victims of the Holocaust in an appropriate manner.

Court Adoption and Permanency Month.

This measure would designate November 2015 as Court Adoption and Permanency Month and would encourage the courts and their local communities to join in activities to expedite permanency for children.

California Task Force on Family Caregiving.

This measure would establish the California Task Force on Family Caregiving, to meet, if a nonstate organization agrees to provide administrative support to the task force, to examine issues relative to the challenges faced by family caregivers and opportunities to improve caregiver support, review the current network and the services and supports available to caregivers, and make policy recommendations to the Legislature. The task force would be required to submit an interim report to the Legislature no later than January 1, 2017, and a final report no later than July 1, 2018.

Access to financial institutions.

This measure would memorialize the President and Congress of the United States to support legislation that will provide a comprehensive solution to allow banks and credit unions to perform financial services for marijuana businesses.

Relative to Coastal Cleanup Day.

This measure would encourage citizens, businesses, groups, organizations, and public institutions to observe and participate in coastal protection activities, and proclaim September 19, 2015, as the 31st annual Coastal Cleanup Day.

Medical training: osteopathic students.

This measure, among other things, would urge both private and public medical training institutions in the state to provide equal access to osteopathic and allopathic students to apply to training programs, would urge osteopathic medical schools, allopathic medical schools, and their training institutions to build on current successes of working toward greater collaboration and coordination of education and training for California's future physicians, and would urge efforts by training institutions and allopathic and osteopathic medical schools to work toward greater acceptance and integration of osteopathic and allopathic students.
