Statewide Longitudinal Student Database.

Existing law establishes a system of elementary, secondary, and postsecondary education in this state. Existing law establishes the California Longitudinal Pupil Achievement Data System, which maintains pupil data regarding demographic, program participation, enrollment, and statewide assessments for the public elementary and secondary education system. This bill would express the intent of the Legislature to establish the Statewide Longitudinal Student Database to collect and store data regarding individual students as they matriculate from preschool through entry into the workforce. The bill would require the Office of Higher Education Coordination, Accountability, and Performance, proposed to be established by SB 3 of the 2019–20 Regular Session, to convene a review committee for purposes of advising the office on the establishment, implementation, funding, and ongoing administration of the database. The bill would require the office to review the committee's recommendations and develop a database plan that would include, among other things, requirements on state agencies, public schools, private institutions of higher education, and private schools to submit data. To the extent the requirement to submit data would impose additional data reporting requirements on public schools, the bill would impose a state-mandated local program. The bill would exempt contracts entered into by the office for purposes of implementing the bill's provisions from provisions of the Government Code and Public Contract Code and from the review or approval of any division of the Department of General Services. Subject to an appropriation for implementation of the database in the annual Budget Act or another statute and the completion of specified requirements, the bill would require the office to develop and implement the database. The bill would express the intent of the Legislature that the development of the database be substantially completed on or before July 1, 2022. The bill would prohibit the office from implementing the database if there is a determination, after consultation with the review committee, that the office is unable to obtain necessary, reliable, and relevant data or protect individual privacy rights and confidentiality of the data. The bill would make implementation of its provisions contingent upon an appropriation in the annual Budget Act or another statute for its purposes. The bill would make its operation contingent on the enactment of SB 3 of the 2019–20 Regular Session. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.

California Aerospace and Aviation Commission: establishment.

Existing law establishes the Governor's Office of Business and Economic Development, which is administered by a director appointed by the Governor. The office serves the Governor as the lead entity for economic strategy and the marketing of California on issues relating to business development, private sector investment, and economic growth. This bill would establish, within the office, the California Aerospace and Aviation Commission consisting of 15 members, as specified, to serve as a central point of contact for businesses engaged in the aerospace and aviation industries and to support the health and competitiveness of these industries in California. The bill would require the commission to make recommendations on legislative and administrative action that may be necessary or helpful to maintain or improve the state's aerospace and aviation industries and would authorize the commission to engage in various other activities in undertaking its mission and responsibilities, as specified. This bill would require the commission to have offices contained within existing operations of the office, as specified. The bill would also require that funds received by the commission be deposited in the Aerospace and Aviation Account, which the bill would create in the California Economic Development Fund, to be used by the commission upon appropriation by the Legislature. The bill would preclude any actions by the office relating to the commission until a determination is made and reported regarding the sufficiency of the funds received. The bill would require state funds, averaged over 3 years, that are allocated to the commission to be matched by nonstate funds. The bill would repeal its provisions on January 1, 2025.

Relative to California Peace Officers' Memorial Day.

This measure would designate Monday, May 6, 2019, as California Peace Officers' Memorial Day, urge all Californians to use that day to honor California peace officers, and recognize specified California peace officers who were killed in defense of their communities.

A resolution to propose to the people of the State of California an amendment to the Constitution of the State, by adding Section 8 to Article X thereof, relating to water.

Under existing law, the Department of Water Resources performs duties relating to water resources throughout the state, and the State Water Resources Control Board exercises regulatory functions relating to water quality. Existing law, the Water Quality, Supply, and Infrastructure Improvement Act of 2014, approved by the voters as Proposition 1 at the November 4, 2014, statewide general election, authorizes the issuance of general obligation bonds in the amount of $7,545,000,000 to finance a water quality, supply, and infrastructure improvement program. The California Constitution provides that, from all state revenues, there shall first be set apart the moneys to be applied by the state for support of the public school system and public institutions of higher education, and establishes a minimum amount to be applied for the support of school districts and community college districts, as specified. This measure, the Clean Water for All Act, would additionally require, commencing with the 2021–22 fiscal year, not less than 2% of specified state revenues to be set apart for the payment of principal and interest on bonds authorized pursuant to the Water Quality, Supply, and Infrastructure Improvement Act of 2014; water supply, delivery, and quality projects administered by the department, and water quality projects administered by the state board, as provided.

Relative to California Aerospace and Aviation Days.

This measure would recognize the contributions of the aerospace and aviation industries to the history, economy, security, and educational system of California, its communities, and its citizens by proclaiming the days of April 1, 2019, through April 3, 2019, as California Aerospace and Aviation Days.
