This measure proclaims the month of October 2017 as Republic of Vietnam Month, in commemoration of the 61st anniversary of the adoption of the first Constitution of the Republic of Vietnam, in honor of the lives lost for freedom and democracy during the Vietnam War, and in recognition of the positive contributions of Vietnamese Americans to the State of California.

This measure would proclaim the month of September 2017 as Firefighter Appreciation Month and September 30, 2017, as California Firefighters Memorial Day.

This measure would proclaim September 24, 2017, as Gold Star Mothers' and Families' Day in California.

This measure would designate November as California Sikh American Awareness and Appreciation Month. The measure would recognize and acknowledge the significant contributions that Californians of Sikh heritage have made to the state and would seek to afford all Californians the opportunity to understand, recognize, and appreciate the rich history and shared principles of Sikh Americans. The measure would also condemn all hate crimes and bias incidents against Sikh Americans and encourage all Sikhs to practice their faith freely and fearlessly.

This measure would call upon the President of the United States to reinstate the mortgage fee reduction promulgated by the Department of Housing and Urban Development under the previous administration.

This measure would recognize the month of October 2017 as Filipino American History Month and the 430th anniversary of the first presence of Filipinos in the continental United States.

This measure would declare that California will continue to lead in its efforts to reduce emissions of greenhouse gases and fight global climate change and would encourage other state legislatures and cities in the nation to continue to support and follow the United Nations Framework Convention on Climate Change Paris Agreement. This measure would request that the United Nations create a category for the recognition and participation of subnational jurisdictions whose parent countries are not part of or have withdrawn from the Paris Climate Agreement.

This measure would urge the President and the Congress of the United States to condemn the government-sanctioned persecution, torture, and murder of gay men in the Chechen Republic, join in solidarity with all lesbian, gay, bisexual, and transgender (LGBT) Russians in their fight for their lives, dignity, and respect, and take action to encourage the United States Citizenship and Immigration Services, consistent with existing federal protocols, to grant asylum and refugee status for individuals fleeing persecution, including individuals fleeing persecution due to their actual or perceived sexual orientation or gender identity.

This measure would encourage the Chancellor of the California Community Colleges, in consultation with specified affected stakeholders, to develop proposals for legislative consideration to address the longstanding challenges to achieving a specified goal of credit classroom instruction taught by full-time faculty and compensation equity for part-time faculty.

This measure would support the April 22, 2017, March for Science and affirm the importance of basic and applied scientific research, the scientific education of all schoolchildren, and the foundational role of independent, rigorous scientific discovery and inquiry in the policymaking process at all levels. The measure would urge the President and Congress of the United States to work together to support, encourage, and heed the truths established by scientists and scientific research in policymaking to keep the United States of America the world's global leader in scientific research and business innovation.
