This measure would state the intent of the Legislature to increase the funding of child development centers and preschools in future years, as resources become available, in order to provide staff with adequate salaries and benefits, provide adequate resources to support program quality for children, and keep programs open to serve parents and children.

This measure would proclaim May 12, 2010, as California Lab Day.

This measure would designate the 2nd week of October 2010, and annually thereafter, as Disability History Week, and would encourage public and private institutions of higher education, state and local agencies, nonprofit and community-based organizations, and private businesses and corporations to observe Disability History Week by dedicating appropriate classroom instructional time or by coordinating all-inclusive activities to be conducted during that week to afford opportunities for students and the general public to learn more about the disability community and to celebrate and honor its role in contemporary American society.

This measure would declare the Legislature's support for the observance of "Spirit of '45 Day" on the second Sunday in August to commemorate the anniversary of the end of World War II on August 14, 1945.

This measure would recognize each 2nd week of February hereafter as African American Mental Health Awareness Week.

This measure would urge Congress to defeat H.R. 5034 in order to protect and preserve the ability of California wineries, and all wineries in the United States, to ship wine directly to consumers without discrimination between in-state and out-of-state wine producers.

The Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 requires a local agency formation commission to approve, without an election, a consolidation or reorganization of 2 or more local agencies, if a majority of the members of each of the legislative bodies of the agencies adopt substantially similar resolutions of application making proposals either for the consolidation of districts or for the reorganization of all or any part of the districts into a single local agency, as specified. The Community Services District Law authorizes the organization of a community services district for various purposes, including, among others, the collection, treatment, or disposal of sewage, wastewater, recycled water, and stormwater, providing fire protection services, and providing public library services. This bill would, until January 1, 2018, authorize the local agency formation commission to approve or conditionally approve an expedited reorganization of specified districts into a community services district, with the same powers, duties, responsibilities, obligations, liabilities, and jurisdiction of the district proposed to be dissolved, unless the governing body of the district proposed to be dissolved files a resolution of objection with the commission, as specified. The bill would also, until January 1, 2018, authorize the El Dorado County Local Agency Formation Commission to approve, disapprove, or conditionally approve an accelerated reorganization of the Tahoe Paradise Resort Improvement District under specified circumstances, and would declare the need for a special statute addressing that reorganization.

This measure would call upon the National Governors Association and the Council of Chief State School Officers to develop common core state standards in the core academic disciplines of English-language arts, mathematics, history-social science, and science, request that they replicate the process used to develop English-language arts and mathematics common core state standards to now develop common core state standards for social studies and science, and examine the viability of developing common standards in foreign language, visual and performing arts, physical education, career technical education, and other subject areas.

This measure would memorialize the United States Senate to ratify, and the President to sign, the United Nations Convention on the Elimination of All Forms of Discrimination Against Women, and would memorialize the Congress of the United States and the President to enact appropriate legislation that addresses the concerns expressed in this measure.

This measure would specify principles for repairing the nation's broken immigration system and would urge Congress and the President of the United States to take a comprehensive and workable approach to improving the nation's immigration system using those principles.
