Existing law imposes various requirements and prohibitions on state agency contracts for goods. Among these requirements is a requirement that the contractor certify that it has not provided goods under the contract that were produced under specified prohibited labor conditions, and that the contractor has complied with specified provisions of law. This bill would prohibit the Department of General Services from approving a vehicle acquisition request, vehicle purchase order, or new contract for the purchase of new vehicles that would result in the expenditure of funds unless the secretary or director of an agency or a department, respectively, that has requested the acquisition of the new vehicles makes a certification, as specified, verifying that the purchase is vital and mission critical for the agency or department.

The Alcoholic Beverage Control Act provides for specified labeling requirements for containers of alcoholic beverages sold within this state. This bill would require any wine bottled on or after January 1, 2014, labeled with an American Viticultural Area established pursuant to federal law that is located entirely within a county of the 19th class, to bear the designation "Sonoma County" on the label in specified type size as determined by the size of the wine container, as prescribed. The bill would authorize the Department of Alcoholic Beverage Control to suspend or revoke the license of any person who violates those provisions. The Alcoholic Beverage Control Act provides that a violation of its provisions is a misdemeanor, unless otherwise specified. This bill, by creating a new crime, imposes a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
This measure would recognize March 31, 2010, as the anniversary of the birth of César Chávez, and would call upon all Californians to participate in appropriate observances to remember César Chávez as a symbol of hope and justice to all persons.
This measure would declare November 2010 to be California Adoption Month.
This measure would recognize the contributions of the automotive aftermarket to the state and consumers and its efforts to educate the motoring public about the benefits of proper vehicle maintenance. The measure also would recognize and support the designation of April as National Car Care Month and encourage all citizens to participate in activities that promote proper vehicle maintenance.
This measure would recognize May 2010 as Asian and Pacific Islander American Heritage Month.
This measure would proclaim the 3rd week of April, each year, as California Native Plant Week and would encourage community groups, schools, and citizens to undertake appropriate activities to promote the conservation, restoration, and appreciation of California's native plants.
Existing law creates the Federal Trust Fund in the State Treasury for the deposit of moneys received from the federal government where the expenditure is administered through or under the direction of any state agency. This bill would appropriate $1,201,534,585 from the Federal Trust Fund to the Office of Planning and Research for the 2010–11 fiscal year upon notification to the state of a funding award pursuant to the federal Education Jobs and Medicaid Assistance Act. From that amount, the bill would require the Office of Planning and Research to transfer $1,201,406,585 to the State Department of Education for purposes of implementing that federal act and make $128,000 available to the Office of Planning and Research for the purposes of providing oversight of funds allocated to local educational agencies pursuant to the bill. Of the amount transferred to the department, the bill would require that $1,199,906,585 be allocated to local educational agencies, as specified, and would make $1,500,000 available to the department for administrative purposes related to that allocation. This bill would declare that it is to take effect immediately as an urgency statute.
This measure would urge the United States Congress to oppose a free trade agreement between the United States and Colombia.
This measure would declare the intent of the Legislature to ensure the preservation of home care and personal care services to seniors and people with disabilities through the In-Home Supportive Services program.
