Existing law requires the Secretary of State to prepare a state ballot pamphlet and to disseminate the complete contents of the state ballot pamphlet over the Internet. Existing law requires the Secretary of State to mail ballot pamphlets to voters, but authorizes the mailing of only one ballot pamphlet to 2 or more registered voters having the same postal address. This bill would require the Secretary of State to establish a process to allow voters to opt out of receiving the state ballot pamphlet by mail. The process would only take effect for 2 or more registered voters at the same address if each voter at that address requested to opt out of receiving the ballot by mail. The bill would also require the Secretary of State to establish a process for voters to begin receiving the ballot pamphlet by mail again after opting out.

Existing law, operative July 1, 2009, establishes the Dental Hygiene Committee of California in the Dental Board of California, and provides for the licensure and regulation of dental hygienists by the committee. Existing law requires the committee to license as a registered dental hygienist a person who completes an approved educational program, as specified, and who passes a clinical examination prescribed by the committee, an examination in California law and ethics prescribed by the committee, and a national written dental hygiene examination approved by the committee, with specified exemptions. This bill would instead provide that satisfactory performance on the state clinical examination, or satisfactory completion of the dental hygiene examination given by the Western Regional Examining Board or any other clinical dental hygiene examination approved by the Dental Hygiene Committee of California satisfies the clinical examination requirement for licensure as a dental hygienist. The bill would also provide that satisfactory completion of the National Dental Hygiene Board examination satisfies the national testing examination requirement for licensure as a dental hygienist.
This measure would designate State Highway Route 184, also known as Weedpatch Highway, in Kern County as the Deputy James Throne Memorial Highway. This measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering those costs, to erect those signs.
This measure would declare the week of June 29 through July 5, 2009, Yellow Ribbon Week to show support for military families and for troops fighting in Iraq and Afghanistan.
This measure would proclaim the month of May 2009 as Motorcycle Awareness Month.
This measure would designate that January 19, 2009, be observed as the official memorial of the late Rev. Dr. Martin Luther King, Jr.'s birth, and commemorate Dr. Martin Luther King, Jr. Day, the work of Dr. Martin Luther King, Jr., and the Civil Rights Movement in changing public policy in California and in the United States of America.
This measure would recognize February 2009 as Black History Month, urge all citizens to join in celebrating the accomplishments of African Americans during Black History Month, and encourage the people of California to recognize the many talents, achievements, and contributions that African Americans make to their communities.
This measure would recognize the weeks of February 22 through February 28, 2009, and February 21 through February 27, 2010, as Eating Disorders Awareness Week and would encourage citizens and policymakers to learn more about eating disorders and the obstacles to treatment, and to help people overcome and prevent these life-threatening diseases.
This measure would proclaim the month of May 2009 as Amyotrophic Lateral Sclerosis Awareness Month in California, and would encourage continued research in order to find treatments and eventually a cure for amyotrophic lateral sclerosis and care and support for patients and families.
