This measure would proclaim January 26, 2015, as India Republic Day, and would urge all Californians to join in celebrating India Republic Day.

State Air Resources Board.

Existing law designates the State Air Resources Board as the state agency charged with coordinating efforts to attain and maintain ambient air quality standards, to conduct research into the causes of and solution to air pollution, and to systematically attack the serious problem caused by motor vehicles. This bill would make a technical, nonsubstantive change to this provision.

Relative to the Internal Revenue Service.

This measure would urge the President and the Internal Revenue Service (IRS) to comply with all requests related to congressional inquiries related to IRS misconduct in a full and transparent manner, and ensure that all government employees are made available for questions relating to the application of tax exempt status for religious organizations. This measure would also urge the appointment of an independent counsel to investigate the actions of the IRS.

Income taxes: education savings accounts.

The Personal Income Tax Law, in modified conformity with federal income tax laws, allows various deductions in computing the income that is subject to the taxes imposed by that law. This bill would allow as a deduction incomputing adjusted gross income for those amounts contributed to a Coverdell education savings account, up to $750 per taxable year, as provided. This bill would take effect immediately as a tax levy.

Vehicles: registration fees.

Existing law requires the Department of Motor Vehicles (DMV) to charge a registration fee of $43 on every vehicle or trailer coach, as specified. Existing law also authorizes the imposition of certain additional fees and surcharges, including, among others, an additional fee of $1 on all motor vehicles to fund local programs relating to vehicle theft crimes. This bill would require the DMV to clearly identify the $43 registration fee as the base registration fee on any application for initial registration or renewal of registration, and to clearly identify each additional fee or surcharge added to the base registration fee as a separate and district line item on those applications. The bill would also require the DMV to provide with each application a brief description of purpose for each fee or surcharge, and the statutory authority for that fee or surcharge.

Public contracts: direct quotes.

Existing law authorizes a state agency, notwithstanding certain advertising, bidding, and protest provisions, to award a contract for goods, services, or information technology with a value between $5,000 and $250,000 to a certified small business, including a microbusiness, or to a disabled veteran business enterprise, if that agency obtains price quotations from 2 or more certified small businesses or disabled veteran business enterprises, as specified. This bill would instead require a state agency to solicit at least 3 price quotations from, and obtain at least 2 price quotations from, 2 or more certified small business or disabled veteran business enterprise, as provided.

Federal Patient Protection and Affordable Care Act: requirement to purchase health insurance.

This measure would urge the President to remove any financial oversight responsibilities of the Internal Revenue Service with regard to the administration of the federal Patient Protection and Affordable Care Act and instead have those duties transferred to a separate board, created by and accountable to Congress.
