This measure would designate June 2016 as California Fairground Appreciation Month and commend the directors, volunteers, staff, local agencies, nonprofits, and Californians who support and attend fairground events.

This measure would declare June 27, 2016, as Robotics Technology Day.
Under existing law, the Department of Rehabilitation is required to provide various services to individuals with physical or mental disabilities who are found to be eligible therefor, including independent living services. Existing law provides for the operation of independent living centers, which are private, nonprofit organizations that provide specified services to individuals with disabilities, in order to assist those individuals in their attempts to live fuller and freer lives outside institutions. Under existing law, the department has the responsibility and authority for the encouragement of the planning, developing, and funding of independent living centers. Under existing law, each independent living center, except those centers which have been both established and maintained using specified federal funding as a base funding, is required to receive, to the extent funds are appropriated by the Legislature, at least $235,000 in base grant funds allocated by the department. Existing law authorizes these state funds to be replaced by reimbursements under the federal Supplemental Security Disability Insurance and the federal Supplemental Security Income programs, as specified. This bill would delete the above provisions excluding the centers that were previously established and maintained with federal funding and would instead require each independent living center to receive at least $235,000 in base grant funds allocated by the department, to the extent funds are appropriated by the Legislature and allocated by the department to the independent living centers from reimbursements under the federal programs. The bill would make related findings and declarations.
Under existing law, anyone who deprives or violates the personal liberty of another with the intent to obtain forced labor or services, or with the intent to effect a violation of specified sex crimes is guilty of human trafficking. Under existing law, any person who causes a minor to engage in a commercial sex act, with the intent to violate specified sex crimes, is guilty of human trafficking. This bill would create the Statewide Interagency Human Trafficking Task Force within the Department of Justice, which would consist of representatives from several state agencies and be chaired by a representative from the Department of Justice. The bill would require the task force to gather statewide data on sex and labor traffickers, sex buyers, and human trafficking victims to recommend interagency protocols and best practices for training and outreach to law enforcement, victim service providers, and other state and private sector employees likely to encounter human trafficking and to evaluate and implement approaches to increase public awareness about human trafficking. The bill would authorize the task force to create an advisory committee or advisory committees comprised of subject matter experts, as provided. The bill would prohibit the task force from duplicating the protocols developed by the California Child Welfare Council.
This measure would encourage the Department of Consumer Affairs and its boards, bureaus, and committees to create policies that promote fairness and equity to guarantee that each licensee pays a fair amount, especially in regard to initial and ongoing license fees.
This measure would recognize that the Legislature supports the development of safe and secure data sharing between public education, social service, and research entities through the Silicon Valley Regional Data Trust as it pertains specifically to at-risk, foster, homeless, and justice-involved children and youth and their families, in order to better serve, protect, and improve the futures of these Californians.
Existing law requires a superior court to make reasonable efforts to avoid setting a trial for murder, sexual assault, child abuse, or a case being handled in the Career Criminal Prosecution Program on the same day that another case is set for trial involving the same prosecuting attorney. This bill would expand this requirement to include a trial involving an alleged offense against a person with a developmental disability.
This measure would proclaim May 19, 2016, as Viral Hepatitis Awareness Day in California.
