Existing law declares that the right to water is limited to that water that is reasonably required for the beneficial use to be served, and does not extend to the waste or unreasonable use, unreasonable method of use, or unreasonable method of diversion of water. This bill would make nonsubstantive changes to that provision.

Existing law, the California State Safe Harbor Agreement Program Act, establishes a program that encourages landowners to manage their lands voluntarily to benefit endangered, threatened, or candidate species, or declining or vulnerable species, and not be subject to additional regulatory restrictions as a result of their conservation efforts. The act requires the Department of Fish and Wildlife, to the maximum extent practicable, to prioritize the review of, and decision to approve, a safe harbor agreement if the property proposed to be enrolled in the agreement is encumbered by a conservation easement that requires a permanent commitment to protect, restore, and maintain habitat conditions, provided that the department finds that practices consistent with the conservation easement can reasonably be expected to provide a net conservation benefit to the species listed in the application. This bill would state the intent of the Legislature to enact subsequent legislation that would require safe harbor agreements authorized pursuant to the act to be reviewed and either approved and signed, or denied, by the department in a specified period of time upon receipt of all documents required by the act.
Existing law designates all parks, public campgrounds, monument sites, landmark sites, and sites of historical interest established or acquired by the state, or that are under its control, as the state park system, except as specified. This bill would make nonsubstantive changes to these provisions.
Existing law vests the Department of Transportation with full possession and control of all state highways and all property and rights in property acquired for state highway purposes. This bill would state the intent of the Legislature to enact subsequent legislation that would develop and implement a pilot program for the purpose of implementing a universal highway speed for a specified section of State Route 395.
Existing law designates State Highway Route 1 from the Golden Gate Bridge to Route 101 near Leggett and State Highway Route 101 from that point to the Oregon state line as the Coast Highway Heritage Corridor. This bill would make nonsubstantive changes to this law.
Existing law establishes the Department of Food and Agriculture to promote and protect the agricultural industry of the state. Existing law authorizes the Secretary of Food and Agriculture to employ hunters and trappers throughout the state to control or eradicate coyotes and other harmful predatory animals and to shoot or trap bears that are damaging livestock, agricultural crops, or standing timber. This bill would state the intent of the Legislature to enact subsequent legislation to develop a compensation program for livestock owners who lose animals to wolves.
