Existing law defines the term "public works" for purposes of requirements regarding the payment of prevailing wages to include construction, alteration, demolition, installation, or repair work done under contract and paid for using public funds, except as specified. Existing law makes a willful violation of laws relating to the payment of prevailing wages on public works a misdemeanor. This bill would expand the meaning of the term "public works" to include warranty work, and would include warranty work within the definition of "construction" as it is used to define "public works." By expanding the definition of "public works," the bill would expand the scope of a crime. The bill would also make technical, nonsubstantive changes. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
This measure would designate specified portions of State Highway 183, State Highway 101, and State Highway 218, in the County of Monterey, as the United States Army Chief Warrant Officer 2 Edward Balli Memorial Highway, the United States Army Specialist Ricardo Cerros, Jr. Memorial Highway, the United States Army Specialist Vilmar Galarza Hernandez Memorial Highway, the United States Army Sgt. Javier Sanchez Memorial Highway, and the United States Army Private First Class Conrado D. Javier Memorial Highway. The measure would request the Department of Transportation to determine the costs of appropriate signs showing each of these special designations and, upon receiving donations from nonstate sources covering those costs, to erect those signs.
This measure would designate February 21, 2018, and the 3rd Wednesday in February of each year thereafter, as California Ports Day.
