This measure would resolve that the Legislature declares March 12, 2022, as National Girl Scout Day.
The Horse Racing Law authorizes the California Horse Racing Board to issue to any person who makes an application in writing, complies with specified provisions of this law, and who makes the deposit to secure payment of the license fee, a license to conduct a horse racing meeting at the track specified in the application, provided that the board determines that the issuance of the license will be in the public interest and will subserve the purposes of the Horse Racing Law. The Horse Racing Law makes it a misdemeanor for a person to directly or indirectly hold or conduct a meeting where there is horse racing and betting on the results, as specified, without first having procured a license. This bill would instead make it a felony for a person to knowingly hold or conduct any meeting or activity where there is horse racing and betting on the results, as specified, without first having procured a license. By changing the penalty for a crime and by expanding the definition of a crime, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
This measure would proclaim the month of March 2022 as Bleeding Disorders Awareness Month in California.
This measure would recognize February 2022 as Black History Month, urge all citizens to join in celebrating the accomplishments of African Americans during Black History Month, and encourage the people of California to recognize the many talents of African Americans and the achievements and contributions they make to their communities to create equity and equality for education, economics, and social justice. The measure would also recognize the significance in protecting citizens' right to vote and remedying racial discrimination in voting.
This measure would declare February 17, 2022, as PTA Day, commend the National Parent Teacher Association on the occasion of its 125th anniversary, and encourage all California residents to attend and participate in the celebration of this commemorative event.
(1) Existing law establishes the Clean Cars 4 All Program, which is administered by the State Air Resources Board, to focus on achieving reductions in the emissions of greenhouse gases, improvements in air quality, and benefits to low-income state residents through the replacement of high-polluter motor vehicles with cleaner and more efficient motor vehicles or a mobility option. Existing law creates the enhanced fleet modernization program to provide compensation for the retirement and replacement of passenger vehicles and light-duty and medium-duty trucks that are high polluters. Existing law requires the state board to annually post on its internet website a performance analysis of the replacement and mobility options component of the programs that includes information regarding how incentive levels can be modified to maximize participation and emissions reductions. This bill would require the performance analysis to include information specifically regarding how incentive levels can be modified to maximize participation in low-income or disadvantaged communities. (2) The Personal Income Tax Law, in modified conformity with federal law, generally defines "gross income" as income from whatever source derived, except as specifically excluded, and provides various exclusions from gross income for purposes of computing tax liability. This bill, for taxable years beginning on or after January 1, 2022, would exclude from gross income moneys awarded to a taxpayer pursuant to the Clean Cars 4 All Program. Existing law requires any bill authorizing a new tax expenditure to contain, among other things, specific goals, purposes, and objectives that the tax expenditure will achieve, detailed performance indicators, and data collection requirements. This bill would include additional information required for any bill authorizing a new tax expenditure.
This measure would proclaim March 2022 as American Red Cross Month and would dedicate it to all those who continue to advance the noble legacy of the organization's founder. The measure would encourage all Californians to reach out, support the organization's humanitarian mission, and join in their commitment to care for people in need.
This measure would proclaim March 20, 2022, to March 26, 2022, as California Down Syndrome Awareness Week and March 21, 2022, as California Down Syndrome Day, and would encourage all Californians to support and participate in related activities.
This measure would designate the week of March 13, 2022, to March 19, 2022, inclusive, as Family Physician Week.
This measure would, among other things, designate March 2022 as Irish American Heritage Month in honor of the multitude of contributions that Irish Americans have made to the country and state.
