This measure would recognize April 17, 2016, as World Hemophilia Day.

This measure would request the President and the Congress of the United States to express their support for access to comprehensive reproductive health care, including the services provided by Planned Parenthood, and to oppose efforts to eliminate federal funding for Planned Parenthood.

Existing law provides for the licensure and regulation of various professions and vocations by boards within the Department of Consumer Affairs. Existing law, the Contractors' State License Law, provides for the licensure and regulation of contractors by the Contractors' State License Board. Existing law requires licensed contractors to be classified and authorizes them to be classified as, among other things, a solar contractor. Under existing law, a solar contractor installs, modifies, maintains, and repairs thermal and photovoltaic solar energy systems. Existing law prohibits a solar contractor from performing building or construction trades, crafts, or skills, except when required to install a thermal or photovoltaic solar energy system. This bill would require, on or before July 1, 2017, the board to develop and make available on its Internet Web site a specified "solar energy system disclosure document." The bill would require this disclosure document to be provided by the solar energy systems company to the consumer prior to completion of a sale, financing, or lease of a solar energy system. Existing law requires a home improvement contract to contain, as specified, a notice stating that the owner or tenant has the right to require the contractor to have a performance and payment bond. The bill would require the board to establish through regulation requirements for a contractor to maintain a blanket performance and payment bond for the purpose of solar installation. Existing law prohibits the downpayment for a home improvement contract from exceeding $1,000 or 10% of the contract amount, whichever is less. Existing law exempts from this restriction a contractor who, among other things, furnishes a blanket performance and payment bond. The bill would subject a contractor for the installation of a solar energy system to the restriction despite having those performance and payment arrangements.

Existing law establishes the State Coastal Conservancy with prescribed powers and responsibilities for implementing and administering various programs intended to preserve, protect, and restore the state's coastal areas. This bill would require the conservancy to develop, subject to the availability of funding, a program to assist, by loan or grant, private low-cost coastal accommodations to meet their operation and maintenance needs in exchange for an easement or other legally binding instrument that protects the public benefit of the facility continuing to provide low-cost coastal accommodations. This bill would create the Low-Cost Accommodations Program Account in the State Coastal Conservancy Fund and provide that moneys in the fund are available upon appropriation by the Legislature to fund this program. This bill would require the conservancy, in consultation with the California Coastal Commission, the Department of Parks and Recreation, and other relevant coastal public landholders, to develop a document containing a list of potential low-cost accommodations projects in each region of the coast and information on grant or loan programs. This bill would require the conservancy to provide the document to the commission and would require the commission to provide the document to local governments with local coastal programs. This bill would require the commission to refer to the list of potential low-cost accommodations projects, as prescribed.

This measure would commend Muslim Americans for their economic, political, and cultural impact on California and the United States. This measure would call upon Members of the United States Congress to respect the First Amendment, and to speak out against and reject efforts to monitor mosques, efforts to police and profile Muslim Americans, and efforts to prohibit Muslims from immigrating to the United States, and to speak out against and reject any efforts to pursue an immigration policy based on religion.

This measure would declare the month of April 2016 as Financial Aid and Literacy Month, with the theme of "Prosperity Through Education," to raise public awareness about the continuing need for increased financial literacy.

This measure would recognize May 2016 as National Mental Health Awareness Month in California to enhance public awareness of mental illness.

The measure would urge the Members of Congress to work to recognize Mexican American families' needs to visit family members in Mexico and increase commerce between our nations by reducing border delays through a more open border and to speak out against and to reject efforts to build a wall along the United States-Mexico border.
