This measure would proclaim the month of March 2016 as Grand Jury Awareness Month in California, recognize those who volunteer in a grand jury, and encourage all Californians to learn about its role in the judicial system.
Existing law provides that specified felonies are punishable by imprisonment in a county jail, but provides for imprisonment in the state prison for, among other offenses, a prior or current conviction for a serious or violent felony, or a felony requiring registration as a sex offender. This bill would require imprisonment in the state prison for a 3rd separate felony conviction where the defendant has 2 prior separate felony convictions, and all 3 of the convictions are suffered on or after January 1, 2017. The bill would make additional technical, nonsubstantive changes.
Existing law creates the Public Employees' Retirement System, which provides defined retirement benefits to employees of the state and to employees of other public agencies contracting with the Board of Administration of the Public Employee's Retirement System for this purpose. The benefits provided by the system are funded by employer and employee contributions and investment returns. This bill would require the Board of Administration of the Public Employee's Retirement System to develop, establish, and administer the California Employers' Pension Prefunding Trust Program in order to encourage state and local public employers that provide a defined benefit pension plan to their employees to effectively manage their pension contributions.
This measure would proclaim February 14, 2016, as V-Day to encourage all Californians to become more aware about and prevent violence against women.
