This measure would proclaim the week of May 23 through May 27, inclusive, as Firefighter Mental Health Awareness Week.

This measure would designate the month of May 2022 as California Fairgrounds Appreciation Month and would extend the Legislature's warmest regards and appreciation to the thousands of volunteers, fair directors, staff, business supporters, and sponsors who keep the network of California state fairgrounds strong, vibrant, relevant, and successful.

This measure would proclaim Friday, May 27, 2022, as National Poppy Day.

This measure would declare June 8, 2022, as California Nonprofits Day in recognition of the importance of nonprofit organizations to the economy and well-being of this state.

If the Regents of the University of California accept the responsibility, existing law requires the University of California to establish the Center for Medicinal Cannabis Research in order to develop and conduct studies intended to ascertain the general medical safety and efficacy of cannabis, among other duties. Existing law, the Control, Regulate and Tax Adult Use of Marijuana Act (AUMA) , an initiative measure approved as Proposition 64 at the November 8, 2016, statewide general election, establishes the California Cannabis Tax Fund as a continuously appropriated fund consisting of specified taxes, interest, penalties, and other amounts imposed by AUMA. AUMA requires the Controller to make certain disbursements from the fund, including to the State and Local Government Law Enforcement Account for use in a specified manner. AUMA authorizes the Legislature to amend its provisions with a 23 vote of both houses to further its purposes and intent. This bill would, if the regents accept the responsibility, require the center to establish a study examining the effects of cannabis products that are currently in the commercial cannabis market and, in consultation with the Department of the California Highway Patrol, evaluating the public safety consequences of driving after cannabis use and improving understanding of the best methods for determining related driving impairments. The bill would require the center to report the findings of the study on or before January 1, 2027. The bill would amend AUMA by appropriating $2 million to the center for this purpose from the State and Local Government Law Enforcement Account in the California Cannabis Tax Fund.

This measure would designate the month of May 2022 as Missing and Murdered Indigenous People Awareness Month in California.

This measure would proclaim the month of May 2022 as Cystic Fibrosis Awareness Month.

Existing law authorizes a county board of supervisors, in order to protect county parks from damage and preserve the peace in them, to confer on the county officer in charge of parks, and on other uniformed park employees that it may designate, the authority to issue citations for specified violations committed within a county park, as provided. Existing law authorizes the establishment of a regional park district, regional park and open-space district, and regional open-space district, as provided. When a state agency, city, county, city and county, special district, or other political subdivision obtains possession of personal property from a person for temporary safekeeping, existing law requires that entity to take responsibility for the storage, documentation, and disposition of the property and to provide the person from whom the property was taken with a receipt and instructions for the retrieval of the property, as specified. This bill would authorize the Board of Supervisors of the County of Sacramento to order the removal of persons engaging in the act of unpermitted camping or the clearing of unpermitted campsites from the American River Parkway, as defined, for specified purposes. The bill would require the board, at least 72 hours before removing a person engaged in the act of unpermitted camping or clearing an unpermitted campsite, to provide written notice to that person or campsite occupant of its intent to take that action, except when there is an imminent danger, to use a harm-reduction and trauma-informed approach when removing that person, and to ensure that, during the removal of that person, the person receives access to onsite support services, as specified. The bill would require the board to make its best efforts to use all available funding and resources to provide immediate housing and services to those displaced persons. The bill would require the board, consistent with applicable law and any applicable agreements, to preserve, store, and make easily accessible to the owner, as close to the American River Parkway as possible, any personal property that is removed or cleared if the owner of the personal property, or the owner's designee, is present when the personal property is removed or cleared. The bill would require the County of Sacramento to ensure that demographic information of those displaced persons is entered into the local coordinated entry system. To the extent this bill would mandate that a local government provide a new program or higher level of service, the bill would impose a state-mandated local program. This bill would state that its provisions are severable. This bill would make legislative findings and declarations as to the necessity of a special statute for the County of Sacramento and the American River Parkway. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
