The Financial Information System for California (FISCal) Act establishes the FISCal system, a single integrated financial management system for the state. Existing law requires the California State Auditor's Office, until the system is completed, to independently monitor the system as appropriate, and to report, at a minimum, on or before January 10 of each year, on the system activities that the auditor deems appropriate. This bill would, instead, require the auditor to prepare that report on or before January 9 of each year.
This measure would designate specified portions of State Highway 183, State Highway 101, and State Highway 218, in the County of Monterey, as the United States Army Chief Warrant Officer 2 Edward Balli Memorial Highway, the United States Army Specialist Ricardo Cerros, Jr. Memorial Highway, the United States Army Specialist Vilmar Galarza Hernandez Memorial Highway, the United States Army Sgt. Javier Sanchez Memorial Highway, and the United States Army Private First Class Conrado D. Javier Memorial Highway. The measure would request the Department of Transportation to determine the costs of appropriate signs showing each of these special designations and, upon receiving donations from nonstate sources covering those costs, to erect those signs.
This measure would designate February 21, 2018, and the 3rd Wednesday in February of each year thereafter, as California Ports Day.
Existing law, the California Private Postsecondary Education Act of 2009, provides for the regulation of private postsecondary educational institutions by the Bureau for Private Postsecondary Education in the Department of Consumer Affairs. The act requires an institution that is subject to the act's provisions to enroll each student solely by means of executing an enrollment agreement, and requires an ability-to-benefit student, defined for purposes of the act as a student without a high school diploma or its equivalent, before enrolling, to take an independently administered examination from a list of examinations prescribed by the United States Department of Education and achieve a passing score, as specified by the United States Department of Education. This bill would exempt an ability-to-benefit student who enrolls at an institution that offers training in horseshoeing and other skills necessary for proficiency as a farrier from the requirement of taking, and achieving a passing score on, an independently administered examination before enrolling.
Existing law authorizes a person, when the facts are not correctly stated in any certificate of birth, death, fetal death, or marriage, to file an affidavit under oath stating the changes necessary to make the record correct, as specified. This bill would require the State Department of Public Health to update its instructions and forms regarding amendments to marriage records to clarify that a marriage record can be amended to add or delete middle or last names when a mistake occurred when the initial marriage certificate was filled out.
