Sustainable water use and demand reduction: stakeholder workgroup.

Existing law requires the state to achieve a 20% reduction in urban per capita water use in California by December 31, 2020. Existing law requires each urban retail water supplier to develop urban water use targets and an interim urban water use target, as specified, and requires each agricultural water supplier to implement efficient water management practices. This bill, with a specified exception, would require the Department of Water Resources to convene a stakeholder workgroup with prescribed representatives invited to participate, including, among others, representatives of the department and the State Water Resources Control Board, no later than February 1, 2019. The bill would require the stakeholder workgroup to develop, evaluate, and recommend proposals for establishing new water use targets for urban water suppliers and to examine and report to the Governor and the Legislature by December 31, 2019, as specified. The bill would require all expenses for the stakeholder working group to be the responsibility of the nonstate agency stakeholders. The bill would repeal its provisions on January 1, 2023.

Education finance: fiscal transparency.

(1) Existing law establishes a system of elementary and secondary education in this state. Under this system, public and private schools provide instruction to pupils in kindergarten and grades 1 to 12, inclusive. This bill would require the Superintendent of Public Instruction, the Controller, and the Director of Finance to take actions to ensure, for purposes of transparency, that the reporting of per-pupil expenditures of federal, state, and local funds includes actual personnel expenditures and actual nonpersonnel expenditures of federal, state, and local funds, as specified, for each local educational agency and school in the state, as required by a specified provision of the federal Every Student Succeeds Act. The bill would require the Superintendent, in compliance with federal requirements, to ensure that each local educational agency collects appropriate data, and includes specified information, in the local educational agency's annual report. The bill would also require the Superintendent, the Controller, and the Director of Finance to establish guidelines for the reporting of personnel and nonpersonnel expenditures, as specified. The bill would also require the Superintendent, the Controller, and the Director of Finance to consider, no later than March 1, 2018, the provisions of the bill in developing and adopting new standards and criteria for local budgets and expenditures pursuant to a specified statute. The bill would require local educational agencies to adhere to the standards and criteria adopted pursuant to the bill commencing with the 2018–19 fiscal year. To the extent that this bill would impose new duties on local educational agencies, it would constitute a state-mandated local program. (2) The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.

Relative to the Detective Sergeant Thomas A. Smith, Jr. Memorial Highway.

This measure would designate a specified portion of Interstate 680 in the City of San Ramon in the County of Contra Costa as the Detective Sergeant Thomas A. Smith, Jr. Memorial Highway. The measure would also request that the Department of Transportation determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, erect those signs.

Relative to Officer Jonathan M. De Guzman Memorial Bridge.

This measure would designate the Palomar Street Bridge on Interstate 805 in the City of Chula Vista, California, as the Officer Jonathan M. De Guzman Memorial Bridge. The measure would request the Department of Transportation to determine the cost for appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

Presidential elections: electoral college.

This measure would urge the United States Congress to propose and send to the states for ratification a constitutional amendment to abolish the electoral college and provide for the direct election of the President and Vice President of the United States by the popular vote of all eligible citizens of the United States.

Relative to the 135th anniversary of the Chinese Exclusion Act.

This measure would mark May 6, 2017, as the 135th anniversary of the enactment of the Chinese Exclusion Act in order to recognize the harm caused by racially discriminatory immigration measures, and to honor the contributions of all immigrants and refugees who have enriched our communities. The measure would also declare the opposition of the Legislature to recent executive orders signed by President Trump relating to immigration, call upon the President to revoke those orders, condemn the expansion of deportations being undertaken under the current presidential administration, and reaffirm that the state is open and welcoming to immigrants and refugees who are integral to life in our state.
