Relative to organ and tissue donation.

This measure would proclaim the month of April 2018 as Donate Life/DMV Partnership Month in California and would encourage all Californians to register with the Donate Life California Organ and Tissue Donor Registry.

Relative to Dual Enrollment Week.

This measure would recognize the week of March 18, 2018, to March 24, 2018, inclusive, as Dual Enrollment Week in California and would encourage colleges and universities to visit high schools and take action to help pupils register in dual enrollment courses.

Relative to California Diversity in STEM and Tech Week.

This measure would designate April 1, 2018, to April 7, 2018, inclusive, as California Diversity in STEM and Tech Week and would encourage all citizens and community organizations to support the observance of California Diversity in STEM and Tech Week by encouraging and celebrating diversity in the STEM fields and in California's technology and innovation economy.

Education finance: Opportunity Youth Reengagement Program.

Existing law establishes a system of public elementary and secondary education in this state. Under this system, local educational agencies, which include school districts, county offices of education, and charter schools, provide instruction to pupils in kindergarten and grades 1 to 12, inclusive, at schoolsites throughout the state. Existing law establishes a public school financing system that requires state funding for county superintendents of schools, school districts, and charter schools to be calculated pursuant to a local control funding formula (LCFF) , as specified. This bill would amend the LCFF to authorize the expenditure by school districts and charter schools of a specified amount of moneys from the supplemental grant and concentration grant provisions of the LCFF, and would, for each fiscal year, upon an appropriation of funds for this purpose by the Legislature, require the Superintendent of Public Instruction to make a specified apportionment, in order to provide funding to local educational agencies, as defined, serving reengaged opportunity youth, as defined, under the Opportunity Youth Reengagement Program, which the bill would establish. The bill would provide that a youth who is eligible to participate in the program funded under the bill would include a pupil formerly identified as a dropout, an expelled pupil, and a pupil who has not been enrolled for at least 90 days irrespective of designation, including, but not necessarily limited to, a pupil identified as a transfer pupil but who has not reenrolled in a public elementary or secondary school for at least 90 days. The bill would specify the reengagement services that could be provided to eligible youths by local educational agencies entering into agreements for provision of these services. The bill would require a local educational agency that receives funding under the bill to provide specified outcome data in its annual local control and accountability plan.

Homeless Persons Services Block Grant.

Under existing law, several agencies have prescribed responsibilities relating to homeless persons. Existing law requires the Department of Housing and Community Development to administer California's Emergency Solutions Grants Program and make grants under the program to qualifying recipients to implement activities that address the needs of homeless individuals and families and assist them to regain stability in permanent housing as quickly as possible. This bill would establish the Local Homelessness Solutions Program and create the Local Homelessness Solutions Account for the purpose of providing funding to cities, as defined, to create innovative and immediate solutions to the problems caused by homelessness, as specified. The bill would appropriate an unspecified sum from the General Fund to the Local Homelessness Solutions Account and direct the Controller to apportion those funds to cities in proportion to each city's most recent homeless population, as specified. The bill would require cities to match any funds received from the program. The bill would authorize these funds to be expended for, among other things, shelter diversion, rapid rehousing, and permanent supportive housing.
