This measure would proclaim April 2018 as Distracted Driving Awareness Month in California and call for awareness of the distracted driving problem and support for programs and policies to reduce the incidence of distracted driving.

This measure would proclaim the month of April 2018 as Donate Life/DMV Partnership Month in California and would encourage all Californians to register with the Donate Life California Organ and Tissue Donor Registry.
This measure would recognize the week of March 18, 2018, to March 24, 2018, inclusive, as Dual Enrollment Week in California and would encourage colleges and universities to visit high schools and take action to help pupils register in dual enrollment courses.
This measure would declare the last week of March every year as Latino Education and Advocacy Week, a statewide week of advocacy for Latino education.
This measure would designate April 1, 2018, to April 7, 2018, inclusive, as California Diversity in STEM and Tech Week and would encourage all citizens and community organizations to support the observance of California Diversity in STEM and Tech Week by encouraging and celebrating diversity in the STEM fields and in California's technology and innovation economy.
Under existing law, several agencies have prescribed responsibilities relating to homeless persons. Existing law requires the Department of Housing and Community Development to administer California's Emergency Solutions Grants Program and make grants under the program to qualifying recipients to implement activities that address the needs of homeless individuals and families and assist them to regain stability in permanent housing as quickly as possible. This bill would establish the Local Homelessness Solutions Program and create the Local Homelessness Solutions Account for the purpose of providing funding to cities, as defined, to create innovative and immediate solutions to the problems caused by homelessness, as specified. The bill would appropriate an unspecified sum from the General Fund to the Local Homelessness Solutions Account and direct the Controller to apportion those funds to cities in proportion to each city's most recent homeless population, as specified. The bill would require cities to match any funds received from the program. The bill would authorize these funds to be expended for, among other things, shelter diversion, rapid rehousing, and permanent supportive housing.
Existing law authorizes the Director of General Services to acquire and convey real property for the state, whenever that transfer of the real property is authorized or contemplated by law. This bill would authorize the director to sell, lease, exchange, or any combination thereof, all or a portion of the Pacific Highway Property, located at 4902 Pacific Highway in the City of San Diego, currently used by the Department of the California Highway Patrol as its San Diego area office, that is specifically declared not to be surplus to the needs of the state, and in return, to acquire land and facilities to provide a substitute location capable of accommodating its presently necessary and received future expansion. The bill would also provide that funds received from the sale, exchange lease, or any combination thereof of the real property would be appropriated to the Department of General Services to expend for the purposes of the bill. The bill would require the director to initially offer the Pacific Highway Property for disposition to the City of San Diego for purposes of a local government-owned facility to be used for affordable housing, and under terms and conditions that provide for continuous operation of the state's facilities at the Pacific Highway Property until relocation is accomplished. The bill would authorize the director, if the City of San Diego is unable to enter into an agreement within 120 days after notice from the Department of General Services, to instead offer the property for disposition to the public through a competitive selection process determined by the director to be in the best interest of the state. The bill would require the Department of General Services to be reimbursed for any reasonable cost or expense incurred in the disposition of the Pacific Highway Property from the proceeds of the disposition. The bill would also require the Department of General Services to obtain approval from the Department of Finance prior to the execution of any disposition agreement regarding the Pacific Highway Property, and to notify the chairperson of the Senate Committee on Appropriations, the chairperson of the Assembly Committee on Appropriations, and the chairperson of the Joint Legislative Budget Committee in writing of the director's intention to enter into a lease or an agreement, as provided.
