Existing law requires the Department of Food and Agriculture to promote and protect the agricultural industry of the state. Existing law requires the department to ensure the inclusion of socially disadvantaged farmers and ranchers, as defined, in the development, adoption, implementation, and enforcement of food and agriculture laws, regulations, and policies and programs. This bill would require the department, on or before July 1, 2024, to develop and oversee, for a period of 5 years, the Organic Transition Pilot Program in order to support the economic viability of farmers and ranchers, prioritizing limited resource, as defined, and socially disadvantaged farmers or ranchers, by providing incentives, including, but not limited to, grants, research, technical assistance, and educational materials and outreach, to those farmers or ranchers who intend to transition land to organic certification pursuant to federal law, as specified. The bill would require the department to first provide incentives to socially disadvantaged farmer or rancher applicants, then, if there are moneys available, to limited resource farmer or rancher applicants, and lastly, if there are moneys available, to remaining farmer or rancher applicants. The bill would require the department, on or before January 1, 2025, and annually thereafter until a report has been submitted that covers the conclusion of the pilot program, to submit to the Legislature, and post on the department's internet website, a report on the outcome of the pilot program. The bill would repeal these provisions on January 1, 2032. Existing law establishes the Governor's Office of Business and Economic Development (GO-Biz) to serve the Governor as the lead entity for economic strategy and the marketing of California on issues relating to business development, private sector investment, and economic growth. This bill would require the office, on or before July 1, 2024, to conduct a comprehensive statewide market analysis of the total economic impacts of California's organic products sector and to post that market analysis on its internet website, as specified.
Existing law establishes the Board of State and Community Corrections and charges the board with providing the statewide leadership, coordination, and technical assistance to promote effective state and local efforts and partnerships in California's adult and juvenile criminal justice system. Under existing law, the board administers several grant programs. This bill, upon appropriation of funds, would establish the Officer Wellness and Mental Health Grant Program within the Board of State and Community Corrections for the purpose of improving officer wellness and expanding mental health resources and suicide prevention. The bill would require the board to award grants to eligible local law enforcement agencies and local peace officer associations. The bill would require program funds to be used for one or more specified purposes, including the establishment of officer wellness and peer support units and the hiring and retention of licensed mental health professionals.
Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, the University of California, under the administration of the Regents of the University of California, and the California State University, under the administration of the Trustees of the California State University, as the 3 segments of public postsecondary education in this state. Existing law establishes the California School Finance Authority, and authorizes the authority to issue revenue bonds to finance projects for a single or several participating parties, defined to include a community college district that undertakes the financing or refinancing of a project. Existing law, the California Educational Facilities Authority Act, authorizes the California Educational Facilities Authority, among other things, to develop student housing on or near public institutions of higher education through the use of agreements with participating nonprofit entities. This bill would establish the California Student Housing Revolving Loan Fund Act of 2022 to provide zero-interest loans to qualifying applicants of the University of California, the California State University, and the California Community Colleges for the purpose of constructing affordable student housing and affordable faculty and staff housing, as specified. The bill would establish the California Student Housing Revolving Fund as a continuously appropriated fund in the State Treasury, thereby making an appropriation. The bill would state the intent of the Legislature to appropriate $5,000,000,000 for purposes of the housing loans. The bill would require the California School Finance Authority and the California Educational Facilities Authority to submit a report, by March 15, 2024, to the Department of Finance and the budget committees of the Assembly and Senate containing information on the act, as provided. The bill would apply certain provisions of the California Educational Facilities Authority Act to the University of California and the California State University for purposes of housing projects, as defined. This bill would declare that it is to take effect immediately as an urgency statute.
