This measure would declare October 3, 2019, as Inflammatory Breast Cancer Awareness Day of 2019, and encourage all Californians to learn about this rare and aggressive type of breast cancer and support all people who are impacted by a diagnosis of inflammatory breast cancer.

This measure would urge the federal government to use California as an example for firearm safety and for stronger firearm laws to protect all citizens. The measure would also urge the federal government to pass legislation that would provide universal firearm safety regulation throughout the nation.
(1) Existing law authorizes procedures to dispose of a decedent's personal and real property that is valued below specified dollar amounts without a full probate administration. Existing law also authorizes procedures for a decedent's property, including unpaid compensation, to pass to a surviving spouse, under specified conditions that include whether the property is community, quasi-community, or separate property. This bill would increase the specified dollar amounts for a small estate to qualify for disposition without a full probate administration. The bill would also increase the dollar amounts for a surviving spouse to collect unpaid compensation from the decedent-spouse's employer. The bill would also require, on April 1, 2022, and at each 3-year interval ending on April 1 thereafter, the Judicial Council to adjust these dollar amounts based on a particular consumer price index published by the United States Bureau of Labor Statistics. The bill would further require the Judicial Council to publish the adjusted dollar amounts and the date of the next scheduled adjustment. (2) Existing law imposes various types of liability on a person who receives personal or real property from an estate pursuant to the above-described procedures and is later required to return that property. Under certain conditions, the extent of the recipient's liability includes interest on the fair market value of the property at the rate payable on a money judgment. This bill would instead impose an interest rate of 7 percent per annum on the fair market value of the property. The bill would also authorize a court, in its discretion, to excuse a person from the liability to pay interest, in whole or in part, if the person acted reasonably and in good faith under the circumstances as known to the person and it would be equitable to do so. (3) This bill would make technical, nonsubstantive changes to these provisions.
This measure would commemorate the American Legion for 100 years of service to the United States.
This measure would proclaim October 6, 2019, through October 12, 2019, as Latex Allergy Awareness Week in California.
This measure would declare the month of May 2019 as Foster Care Month.
This measure would recognize June 19, 2019, as Juneteenth and would urge the people of California to join in celebrating Juneteenth as a day to honor and reflect on the significant role that African Americans have played in the history of the United States and how they have enriched society through their steadfast commitment to promoting unity and equality.
This measure would declare June 6, 2019, as Secure Your Load Day in California.
The federal Nutria Eradication and Control Act of 2003 authorizes the Secretary of the Interior, subject to the availability of appropriations, to provide financial assistance to the State of Maryland and the State of Louisiana for a program to implement measures to eradicate or control nutria and restore marshland damaged by nutria. Under the federal act, the federal share of the costs of the program is prohibited from exceeding 75% of the total costs of the program. This measure would urge the United States Congress to reauthorize and specifically add California to the Nutria Eradication and Control Act of 2003 and to authorize an appropriation of $4,000,000 to help the state implement a nutria eradication program.
