Existing federal law, the Federal Aviation Administration Modernization and Reform Act of 2012, provides for the integration of civil and public unmanned aircraft systems, commonly known as drones, into the national airspace system. Existing federal law generally requires an aircraft to be registered with the Federal Aviation Administration (FAA) , prohibits a person from operating a United States registered aircraft unless that aircraft displays specified nationality and registration marks, and, unless authorized by the FAA, prohibits a person from placing on any aircraft a design, mark, or symbol that modifies or confuses those nationality and registration marks. This bill would require, beginning January 1, 2017, a person or public or private entity that owns or operates an unmanned aircraft, as defined, to place specified identifying information or digitally store identifying information on that unmanned aircraft. The bill would exempt model aircraft, as defined, from that requirement. The bill would make a person or entity that violates that provision liable for a civil fine not to exceed $2,500. The bill would authorize the Attorney General, a district attorney, county counsel, or a city attorney to bring an action to recover that fine, as specified.

Existing law authorizes a company that is a stock corporation to engage in the business of preparing title searches, title reports, title examinations, or certificates or abstracts of title, and to conduct escrow services, if the company, among other things, furnishes audits to the Insurance Commissioner annually on or before March 31, or, if approved in writing by the commissioner, on a fiscal year basis on or before 90 days after the end of the fiscal year. Existing law authorizes the commissioner to extend that deadline, for good cause shown, for a period not to exceed 60 days. This bill would extend the maximum amount of time permitted for an extension of the deadline to submit an audit to 90 days.
This measure would recognize "Women Warriors" by proclaiming the week of March 14, 2016, to March 20, 2016, inclusive, as Women's Military History Week in California and would encourage Californians to recognize, among other things, the contributions of women to our military and our freedom and the historic lifting of the ban on women in combat on January 24, 2013.
This measure would proclaim March 23, 2016, as Pakistani American Day and would urge all Californians to join in celebrating Pakistani American Day.
This measure would designate the week of January 31, 2016, to February 6, 2016, inclusive, as Physician Anesthesiologist Week.
This measure would declare February 19, 2016, as a Day of Remembrance in order to increase public awareness of the events surrounding the internment of Americans of Japanese ancestry during World War II.
