Dissolution of marriage: bifurcated judgment: service.

Existing law, if there is a modification of a judgment or order or a subsequent order in a specified proceeding relating to marriage, including dissolution of marriage, or in any other proceeding in which there was at issue the visitation, custody, or support of a child, requires that service for the new order or proceeding be made upon the party in the same manner as the notice is otherwise permitted to be served. Existing law specifies that service upon the attorney of record is not sufficient. This bill would require service to be upon the attorney of record for represented parties or upon the parties themselves if unrepresented when the court has ordered an issue or issues bifurcated for separate trial in advance of the disposition of the entire case. The bill, however, would require service to be upon both the party and the attorney of record if a pleading has not been filed in the action for a period of 6 months after the entry of the bifurcated judgment.

Relative to Philippine Independence Day.

This measure would recognize June 12, 2016, as the 118th Anniversary of Philippine Independence and would call upon the people of the state to observe the month of June with appropriate ceremonies, programs, and activities.

Relative to California Nonprofits Day.

This measure would designate June 22, 2016, as California Nonprofits Day and recognize the importance of nonprofit organizations to the economy and well-being of this state.

Port Chicago disaster: African American Sailors of the United States Navy.

This measure would respectfully urge the recognition that the trial and conviction of the 50 African American sailors of the United States Navy for mutiny in connection with their service at the Port Chicago Naval Magazine in Concord, California, during World War II was wrongfully pursued because of racial prejudice and would respectfully urge the Congress of the United States to publicly exonerate those 50 African American sailors of the United States Navy in order to further aid in healing the racial divide that continues to exist in the United States.

Relative to Veterans Affairs hospitals.
