Relative to California Grown Flower Month.

This measure would proclaim June 2018 as California Grown Flower Month to recognize and honor the people of the California grown flower industry for their dedication and productivity.

Maternal mental health: federal funding.

Existing law finds and declares that prenatal care, delivery service, postpartum care, and neonatal and infant care are essential services necessary to assure maternal and infant health. Existing law requires the State Department of Public Health to develop and maintain a statewide community-based comprehensive perinatal services program to, among other program objectives, ensure the appropriate level of maternal, newborn, and pediatric care services necessary to provide the healthiest outcome for mother and infant. This bill would require the department to investigate and apply for federal funding opportunities regarding maternal mental health, as specified. This bill would require the department to notify the Legislature on or before January 1, 2020, on the department's efforts to secure and utilize the federal funding it receives.

Relative to Philippine Independence Day.

This measure would recognize June 12, 2018, as the 120th Anniversary of Philippine Independence and would call upon the people of the state to observe the month of June with appropriate ceremonies, programs, and activities.

Franchise Tax Board: collection of delinquent amounts: tolls.

Existing law requires the Franchise Tax Board to collect certain delinquencies related to vehicles, including, but not limited to, unpaid tolls, toll evasion penalties, and any related administrative or service fee, and allows those delinquent amounts to be collected in any manner authorized under law as though those delinquent amounts were a tax due under the Personal Income Tax Law. This bill would remove the Franchise Tax Board's responsibility and authority to collect unpaid tolls, toll evasion penalties, and any related administrative or service fees.

Ocean Protection Council: White Shark Population Monitoring and Beach Safety Program.

Existing law establishes the Ocean Protection Council and prescribes the functions and duties of the council with respect to the protection and conservation of coastal waters and ocean ecosystems. Existing law requires the council to develop and implement a voluntary sustainable seafood promotion program. This bill would require the council, upon the appropriation of funding by the Legislature, to develop and implement a White Shark Population Monitoring and Beach Safety Program to award grants to academic institutions, public agencies, and nonprofit corporations engaged and experienced in, and local agencies assisting with, research regarding white sharks and to local agencies engaged in operations to promote public safety on California's beaches.
