Existing law defines a "committee" under the Political Reform Act of 1974 by reference to amounts of moneys received in contributions, made in independent expenditures, or made in contributions by a person or persons on an annual basis. This bill would make technical, nonsubstantive changes to this provision.
Existing law, the Cobey-Porter Saline Water Conversion Law, states the policy of this state that desalination projects developed by or for public water entities be given the same opportunities for state assistance and funding as other water supply and reliability projects, and that desalination be consistent with all applicable environmental protection policies in the state. The law provides that is it the intention of the Legislature that the Department of Water Resources shall undertake to find economic and efficient methods of desalting saline water so that desalted water may be made available to help meet the growing water requirements of the state. This bill would declare the intent of the Legislature to enact legislation relating to water desalination facilities.
Existing law creates the Division of Labor Standards Enforcement, as the successor to the Division of Industrial Welfare, within the Department of Industrial Relations, and sets forth its powers and duties over labor standards enforcement. This bill would make a technical, nonsubstantive change to these provisions.

The California Constitution authorizes an initiative measure to be proposed by presenting to the Secretary of State a petition of the proposed statute or constitutional amendment that is certified to have been signed by a certain percentage of electors. Existing law requires each section of a petition to be filed with the elections official of the county or city and county in which the petition was circulated and requires the elections officials to determine the total number of signatures affixed to the petition and transmit that information to the Secretary of State. This bill would make technical, nonsubstantive changes to the latter provision.
Existing law regulates the operation of state and local beaches. This bill would state the intent of the Legislature to enact legislation related to fire rings at state and local beaches.
This measure would declare the month of January 2016 as Pet Care Education Month and would request Californians to observe the month by ensuring that their companion animals receive the proper preventative care by establishing a financial plan for pet health emergencies and by contributing to charitable organizations that provide low-cost spay and neuter services and vaccinations or funds to help low-income individuals pay for veterinary care.
Existing law authorizes a county central committee to be elected in each county at every presidential primary election. This bill would make a technical, nonsubstantive change to this provision.
Existing law, inoperative due to a pending referendum election, would, as of July 1, 2015, prohibit stores that have a specified amount of sales in dollars or retail floor space from providing a single-use carryout bag to a customer and prohibit those stores from selling or distributing a recycled paper bag at the point of sale unless the store makes that bag available for purchase for not less than $0.10. This same law would, on and after July 1, 2016, impose these prohibitions and requirements on convenience food stores, foodmarts, and other specified entities. This bill would repeal the requirement that a store that distributes recycled paper bags make those bags available for purchase for not less than $0.10. This bill would become operative only if the referendum on single-use plastic bags is approved by the voters.
Existing law authorizes the limit line, intersection, or other places where a driver is required to stop to be equipped with an automated traffic enforcement system if the system meets certain requirements. Existing law authorizes a governmental agency to contract out the operation of the system under certain circumstances, except for specified activities. This bill would make technical, nonsubstantive changes to these provisions.
