Existing law provides for the establishment of various commissions within state government. This bill would, until January 1, 2012, establish the Ronald Reagan Centennial Commission in state government to celebrate the 100th anniversary of Ronald Reagan's birth. The bill would require the commission to recommend appropriate means to allow Californians to celebrate Ronald Reagan's life by honoring, promoting, and remembering his achievements for this state and country. The bill would prohibit the commission from using public funds and would require the commission to be solely supported by private funds. This bill would declare that it is to take effect immediately as an urgency statute.

This bill would provide, in addition, that it is a misdemeanor to (1) possess, give, or lend a device designed to bypass the factory-installed ignition of a motorcycle in order to start the engine of a motorcycle without a manufacturer's key, (2) possess, give, or lend a motorcycle ignition, or part thereof, with the intent to unlawfully take or drive, or to facilitate the unlawful taking or driving of, a motorcycle without the consent of the owner, or (3) possess, give, or lend any item of hardware, including, but not limited to, bolt cutters, electrical tape, wire cutters, wire strippers, or allen wrenches, with the intent to unlawfully take or drive, or to facilitate the unlawful taking or driving of, a motorcycle without the consent of the owner. By creating new crimes, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
This measure would call upon the National Governors Association and the Council of Chief State School Officers to develop common core state standards in the core academic disciplines of English-language arts, mathematics, history-social science, and science, request that they replicate the process used to develop English-language arts and mathematics common core state standards to now develop common core state standards for social studies and science, and examine the viability of developing common standards in foreign language, visual and performing arts, physical education, career technical education, and other subject areas.
This measure would proclaim the 3rd Monday of each September as California Memorial Project Remembrance Day in California, to honor and restore dignity to individuals who lived and died in California institutions.
This measure would continue the existence and set forth the membership of the California Task Force on Youth and Workplace Wellness, to perform duties to promote fitness and health in schools and workplaces. It would permit the task force to accept private funds and in-kind donations, require the task force to submit a report on its work to the Legislature on or before June 30, 2012, and provide that the task force would cease to exist on July 1, 2014, unless its existence is extended by a later enacted resolution.
This measure would memorialize Congress and the President of the United States to act to vindicate the sailors unjustly blamed for, and the sailors convicted of mutiny following, the Port Chicago disaster, and to rectify any mistreatment by the military of those sailors, as specified.

This measure would proclaim May 2010 as Buy California Small Business First Month to raise awareness that when California consumers, businesses, colleges, universities, and governmental agencies choose to first support California small businesses when making purchasing decisions, a wave of positive economic impacts occurs within the state and local economies.
This measure would proclaim May 2 through May 8, 2010, as Cinco de Mayo Week, and would urge all Californians to join in celebrating Cinco de Mayo.
