This measure would proclaim the Legislature's support for California State Parks Week, observed the days of June 12, 2024, to June 16, 2024, inclusive, and provide that the Legislature encourages all Californians and visitors to the state to cherish, protect, enjoy, and find inspiration in the diverse holdings within the state park system.

This measure would recognize June 19, 2024, as Juneteenth and would urge the people of California to join in celebrating Juneteenth as a day to honor and reflect on the significant role that African Americans have played in the history of the United States and how they have enriched society through their steadfast commitment to promoting unity and equality.
Existing law allows individuals, until January 1, 2025, to designate on their personal income tax return that a specified amount in excess of their tax liability be contributed to the California Breast Cancer Research Voluntary Tax Contribution Fund, which is continuously appropriated to the Franchise Tax Board, the Controller, and the University of California for specified purposes. Existing law also allows individuals, until January 1, 2025, to designate on their tax returns that a specified amount in excess of their tax liability be contributed to the California Cancer Research Voluntary Tax Contribution Fund, which is continuously appropriated to the Franchise Tax Board, the Controller, and the University of California for specified purposes. Existing law requires that each of these funds equal or exceed a minimum contribution amount of $250,000 to continue appearing on the return. This bill would extend the operation of each fund's provisions to January 1, 2032. By extending operation of continuously appropriated funds, this bill would make an appropriation.
The California Coastal Act of 1976 establishes in the Natural Resources Agency the California Coastal Commission and provides for the planning and regulation of development in the coastal zone, as defined. The act requires the commission, if it determines that it has sufficient resources, to establish one or more scientific panels to review technical documents and reports, among other things. The act authorizes the panel or panels to be composed of, but not limited to, persons with expertise and training in specified topics, including coastal geomorphology. This bill would include persons with expertise and training in the topic of coastal erosion as part of the composition of the panel described above.
Existing law, the Fair Food Delivery Act of 2020, defines a "food delivery platform" as an online business that acts as an intermediary between consumers and multiple food facilities, as defined, to submit food orders and arrange for the delivery of the order, and prohibits a food delivery platform from arranging for the delivery of an order from a food facility without first obtaining an agreement with the food facility. Existing law requires a food delivery platform to pay any tip or gratuity for a delivery order, in its entirety, to the person delivering the food or beverage. Existing law also requires a food delivery platform to disclose to the customer an accurate, clearly identified, and itemized cost breakdown of each transaction, as specified. Commencing on March 1, 2025, this bill would additionally require the food delivery platform to provide to a customer the first name and picture of the driver on its online-enabled application or platform at the time the customer is notified their purchase is out for delivery. The bill would exempt a food delivery platform from that requirement if the food facility uses its own delivery driver for the delivery of an order or receives the order through the food facility's internet website or a third party that is not the food delivery platform.
Existing law requires the governing board of a school district to annually notify parents or guardians of minor pupils of specified rights and responsibilities of the parent or guardian and of specified school district policies and procedures. Existing law requires, as part of the annual notification, a school district offering any of grades 9 to 12, inclusive, to provide the parent or guardian of each minor pupil enrolled in any of those grades in the school district with written notification that includes, among other things, a brief explanation of college admission requirements and a brief description of what career technical education is, as provided. This bill would require a school district to, at the beginning of the first semester or quarter of the regular school term, provide information on local apprenticeship programs and preapprenticeship programs to the parents or guardians of pupils admitted to, or advancing to, grades 11 and 12, as part of the annual notification required by the above-described provisions. By imposing additional duties on school districts, the bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
This measure would designate November 8, 2024, as "California's First-Generation College Celebration Day." The measure would urge all higher education institutions in the state to celebrate California's First-Generation College Celebration Day, recognize the significant role of first-generation college students in developing the state's future workforce, celebrate the federal Higher Education Act of 1965, and support first-generation college students with opportunities and equity in completing their desired degree programs.
