Pupil instruction: bicycle and scooter safety instruction.

Existing law provides that the governing board of any school district having jurisdiction over any elementary, intermediate, or junior high school may provide time and facilities to any local law enforcement agency having jurisdiction over the schools of the district, for bicycle safety instruction. This bill would instead authorize the governing board of any school district having jurisdiction over any elementary, intermediate, junior high, or high school to provide time and facilities to any local law enforcement agency having jurisdiction over the schools of the district, for bicycle, scooter, electric bicycle, motorized bicycle, or motorized scooter safety instruction. The bill would also authorize the governing board to provide time and facilities to other specified organizations or public agencies that provide bicycle, scooter, electric bicycle, motorized bicycle, or motorized scooter safety instruction, for safety instruction.

Human trafficking: notice.

Existing law requires specified businesses and other establishments, including, among others, airports, intercity passenger rail or light rail stations, bus stations, and truck stops, to post a notice, as developed by the Department of Justice, that contains information relating to slavery and human trafficking, including information regarding specified nonprofit organizations that a person can call for services or support in the elimination of slavery and human trafficking. Existing law makes a business or establishment that fails to comply with the requirements of these provisions liable for a civil penalty of $500 for a first offense, and $1,000 for each subsequent offense. This bill would additionally require that notice to be posted by barbering and cosmetology businesses, as described.

Health care: workforce training programs.

Existing law, the Midwifery Workforce Training Act, requires the Department of Health Care Access and Information to contract with programs that train certified nurse-midwives and programs that train licensed midwives to increase the number of students receiving quality education and training as a certified nurse-midwife or a licensed midwife, as specified. Existing law, the Song-Brown Health Care Workforce Training Act, establishes a state medical contract program with accredited medical schools, hospitals, and other programs and institutions to increase the number of students and residents receiving quality education and training in specified primary care specialties and maximize the delivery of primary care and family physician services to underserved areas of the state. This bill would, beginning upon the first appropriation by the Legislature for the purposes of the Midwifery Workforce Training Act, or on January 1, 2024, whichever occurs first, add programs that train certified nurse-midwives and programs that train licensed midwives to the list of programs eligible to contract with the state under the Song-Brown Health Care Workforce Training Act, and would add midwifery to the list of specified primary care specialties under that act. The bill would also, upon the implementation date described above, authorize programs that train certified nurse-midwives and programs that train licensed midwives to contract with the state pursuant to the Song-Brown Health Care Workforce Training Act if the program meets specified eligibility criteria for the Midwifery Workforce Training Act. The bill would, for programs contracting with state based on meeting the Midwifery Workforce Training Act eligibility criteria, require the department to determine the amount to pay a contracted program, and authorize the program to use funds received under the contract, pursuant to specified provisions of the Midwifery Workforce Training Act. The bill would authorize programs that train certified nurse-midwives and programs that train licensed midwives to contract with the state pursuant to either the Song-Brown Health Care Workforce Training Act or the Midwifery Workforce Training Act. The bill would make other related, conforming changes.

Penal damages: veterans.

Existing law requires the trier of fact, in a civil action to redress unfair or deceptive acts or practices or unfair competition brought by, on behalf of, or for the benefit of senior citizens or disabled persons, to consider specified factors in determining the amount of a discretionary fine, penalty, or remedy to be imposed. Existing law authorizes the trier of fact, upon a finding of one of those factors, to impose a fine, penalty, or other remedy in an amount up to 3 times greater than the amount authorized by statute or the amount the trier of fact would impose in the absence of the affirmative finding. This bill would make these provisions applicable to veterans.
